According to the plan, Ho Chi Minh City Police were assigned to preside over the organization of the City-level launching ceremony to conduct a peak period of inspection and handling of violations of urban order and order in roads, sidewalks, and sidewalks.

On that basis, the police of wards, communes and special zones will simultaneously launch at the same time to demonstrate determination, synchronization and perseverance from the City to the grassroots.

Immediately after the launching ceremony and during the peak period, Ho Chi Minh City Police directed the Department of Administrative Management of Social Order to coordinate with local police, the Public Order Police force, local authorities and related units to strengthen inspections and strictly handle violations.

The focus is on main roads, hospital areas, schools, industrial parks, export processing zones, stops, bus stops and public spaces that are often encroached upon, spontaneous business, crowded places, causing loss of urban aesthetics and obstructing traffic.

The People's Committees of wards and communes are required to organize the launching of the campaign simultaneously in the management area, focusing on key routes, market areas, commercial centers, places for festivals and public entertainment.

The acts of encroaching on sidewalks for business, illegally setting up tents, and obstructing traffic will be strictly handled. The city requires maintaining regular patrols after the campaign, not allowing violations to recur, causing public outrage.

The peak implementation period lasts until February 21, 2026.
