HCMC builds new administrative center for 7,000 officials in Thu Thiem
Ho Chi Minh City agreed on the policy of building a centralized administrative center in the Thu Thiem New Urban Area, meeting 7,000 officers and civil servants.
The above policy was agreed upon by the Ho Chi Minh City Party Committee Executive Committee at the 3rd Conference, which took place on the morning of January 7.
According to the proposed plan, the new Political and Administrative Center will have a scale of about 26 floors, including a 6-storey base and a 20-storey tower.
The project is designed in the shape of an arch, embracing the central space axis, directly connecting to the square and the theater area, creating an architectural highlight for Thu Thiem urban area.
The project is oriented to develop according to a green, environmentally friendly model; organize open space, creating conditions for people to easily access administrative services. The functional areas are arranged with multi-functional functions, sharing infrastructure such as meeting rooms, conference rooms, flexible workspaces, to avoid waste and suit the operational requirements of a special urban area.
Regarding capital, the Political and Administrative Center and the surrounding green park system will use public investment capital. The theater - performance center, conference is also invested with budget capital. The pedestrian bridge and some other auxiliary items will be implemented in the form of socialization.
In addition, commercial land in the Thu Thiem area will be auctioned to create financial resources, contributing to balancing capital for the project.
According to the plan, Ho Chi Minh City will complete planning and investment procedures in the first quarter of 2026, start construction immediately and strive to put the project into use in 2027.
To ensure consistency, the city plans to adjust the planning of the Thu Thiem New Urban Area, including swapping the locations of some cultural and public works. The Symphony - Music - Drama Theater is proposed to move from Ba Son area to the area adjacent to the administrative center; the old land will be converted into a green park.
Ho Chi Minh City Children's Palace is also being studied for location exchange, prioritizing land funds for green space, water surface, and community activities.

According to the Ho Chi Minh City People's Committee, after the merger, Ho Chi Minh City will become a special urban area with 168 communes, wards, and special zones, about 7,000 cadres and civil servants working at administrative agencies, expected to be streamlined by 20% in the next 5 years.
Currently, the headquarters of the city's Party and government agencies are scattered in many different locations, many works have degraded and no longer meet working requirements.
This situation causes difficulties in the coordination between units, affecting operational efficiency as well as the quality of service for people and businesses.
Meanwhile, Thu Thiem New Urban Area has a concentrated land fund, synchronous technical infrastructure, convenient connectivity with the existing center and the city's financial - commercial axis, and is considered a suitable location to form a concentrated, modern administrative center.
Previously, according to old plans, the concentrated administrative area of Ho Chi Minh City was planned to be located in the existing center or Binh Quoi - Thanh Da peninsula.
Before the merger, the Department of Construction also proposed to build an administrative center at 86 Le Thanh Ton, with an area of about 1.8 hectares, serving nearly 1,700 cadres and civil servants.
However, this option is assessed to not meet the increasing demand for human resources, while limiting space and traffic connectivity.
