On the morning of April 14, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired a meeting of the Standing Committee of the Government with leaders of the Ministry of Health on the implementation of assigned tasks and discussed solutions to remove obstacles in the investment project to build facility 2 of Viet Duc Friendship Hospital and facility 2 of Bach Mai Hospital in Ninh Binh province.

Previously, on April 10, at the group discussion session of the National Assembly on socio-economic issues, Minister of Health Dao Hong Lan said that the Bach Mai Hospital and Viet Duc Hospital facility 2 projects have completed the rough construction but cannot yet operate.
The Minister said that the backlog project has lasted for up to 10 years, in which violations have arisen right from the contract signing stage. The core thing is to come up with appropriate handling solutions, ensuring there are no elements of corruption, negativity and daring to do it for the common good. Otherwise, allowing a large project to continue to be backlog for a long time will cause more serious consequences.
Minister Dao Hong Lan also further analyzed that although it has been working very actively, even throughout Tet, the project has not yet been put into operation. The reason is that when handling each specific project, especially the hospital project, many subsequent procedures still arise that need to be completed.
Regarding construction, the project has been basically completed, the facilities are very good, it can be said that it is no different from a 5-star hotel, spacious, clean and beautiful. However, to achieve this result, it took 10 years and 10 months with many efforts of ministries, branches and contractors," the minister informed.
One of the important key points is related to completing fire prevention and fighting (PCCC). The Minister said that the project was built 10 years ago, so the regulations on PCCC are applied according to the old law.
Now, when re-evaluating, it is necessary to comply with new regulations with stricter requirements, leading to many problems. Some items must be adjusted, such as dismantling walls, adding doors, and then re-implementing the approval process.
Up to this point, after a very long time, the fire prevention and fighting plan has been approved. However, after approval, it is necessary to continue to construct adjustments, dismantle, and renovate some items to meet new requirements," the minister informed.
Even the appraisal stage also encountered many obstacles. Recently, when exchanging with the Minister of Construction about the Ministry's unit being assigned to appraise the project to serve as a basis for paying the remaining part to the contractor, when conducting re-appraisal, many points that are not consistent with current decrees and regulations arose.
According to the minister, when it is accepted to handle old problems and is permitted by the Government, it is necessary to boldly verify and implement according to that mechanism.
