Proposal for motorcycle emission registration dossier
The Ministry of Construction is drafting new regulations on registration, which stipulate motorbike emission inspection dossiers.
The Ministry of Construction is seeking opinions on the draft Circular regulating the order and procedures for inspection and exemption from initial inspection for motor vehicles and specialized motorbikes; order and procedures for technical safety certification and environmental protection for converted motor vehicles and converted specialized motorbikes; order and procedures for emission inspection of motorbikes and mopeds. The draft will be consulted until the end of April 18, 2026.
One of the new points in the draft is the proposal for dossiers requesting first-time emission testing (Article 10) as follows:
1. Documents to submit
a) Photo of chassis number, engine number or photo of chassis number scuff, engine number of vehicle pasted on the Notice of exemption from inspection or Certificate of technical safety and environmental protection quality for imported vehicles, Factory quality inspection certificate for manufactured and assembled vehicles.
b) Copies: Ex-factory quality inspection certificate (for domestically manufactured and assembled vehicles), Certificate of technical safety and environmental protection quality (for imported vehicles) in force majeure cases according to the provisions of law (hereinafter referred to as force majeure cases) that data from the Vietnam Register has not been shared.
c) Car photos include: 02 overall photos with a diagonal angle of about 30 degrees to 45 degrees on the left, front and right, rear (clearly showing the license plate), the photo must ensure a minimum resolution of 1280x720 pixels, clear, showing real-time when shooting (including date, month, year, hour, minute of shooting), photos occupying at least 75% of the photo frame area.
d) Original vehicle renovation certificate (for renovated vehicles) for force majeure cases where vehicle renovation data has not been shared from the Vietnam Register.
2. Documents to be presented
a) Vehicle registration documents.
b) Documents about the car owner.
The draft also stipulates the dossier requesting periodic emission testing (Article 11) as follows:

Original vehicle modification certificate (for modified vehicles) for force majeure cases where vehicle modification data has not been shared from the Vietnam Register.
2. Documents to be presented
a) Vehicle registration documents.
b) Documents about the car owner.
According to the Ministry of Construction, the amendment and update of content to be consistent with current legal regulations and the implementation of procedures on the electronic environment.
Previously, the Prime Minister issued Decision No. 13/2026/QD-TTg stipulating the roadmap for applying the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
The decision stipulates the time to start the inspection of emissions of motorbikes and mopeds participating in road traffic as follows:
From July 1, 2027 for Hanoi and Ho Chi Minh City;
From July 1, 2028 for the remaining centrally-run cities;
From July 1, 2030 for the remaining provinces. Depending on the actual situation, these provinces may stipulate earlier deadlines.
