Unifying the list of 29 mass associations assigned by the Party and State
The Politburo and the Secretariat agreed on a list of 29 mass associations assigned by the Party and State at the Central level.
On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 230-KL/TW (Conclusion 230) of the Politburo and the Secretariat on the Project to reorganize and streamline mass associations assigned by the Party and the State and the Project to evaluate the operating model of the Vietnam Cooperative Union and the Vietnam Federation of Commerce and Industry.
In Conclusion 230, the Politburo and the Secretariat basically agreed with the submission of the Party Committee of the Fatherland Front and Central organizations on the above Project.
The Politburo and the Secretariat agreed on a list of 29 mass associations assigned by the Party and State at the Central level.
Accordingly, the Vietnam Cooperative Union and the Vietnam Federation of Commerce and Industry are professional social organizations under the assignment of tasks by the Party and the State, without the function of State management. The Prime Minister assigned tasks to these two organizations at the request of the Vietnam Fatherland Front Committee.
The Politburo and the Secretariat also agreed to implement a State funding support mechanism for associations based on specific tasks assigned by the Party and the State.
The Conclusion also assigned the Party Committee of the Fatherland Front and Central organizations to lead, direct, continue to study and review to streamline the internal organization of the associations.
Review, arrange, and streamline the organization and affiliated entities, only retain affiliated entities and entities with appropriate, necessary functions, effective operations, in accordance with the principles and purposes of the association.
Solving problems related to real estate, finance and assets of associations to ensure practical, effective, efficient and for the right purpose (to be completed in the second quarter of 2026).
The implementation must ensure good implementation of the Party's guidelines and policies on mass mobilization, gathering, and solidarity of all classes in society for the purpose of self-reliance, self-management, and self- funding, not for profit.
Along with that, comply with the law, submit to the leadership of the Party, the management of the State and the unified guidance and coordination of the Vietnam Fatherland Front.
The Conclusion also assigned the Party Committee of the Fatherland Front and Central organizations to preside over and coordinate with the Central Propaganda and Mass Mobilization Committee and relevant agencies to advise the Politburo on summarizing Directive 17 2012 on continuing to innovate and strengthen the Party's leadership over mass organizations.
At the same time, preside over and coordinate with the Central Organizing Committee and relevant agencies to agree on a plan to reorganize the Party organization at mass associations assigned by the Party and State under the Party Committee of the Fatherland Front, and Central organizations in accordance with the organizational model after reorganizing associations.
Advising the Secretariat to amend and supplement the Regulations on the organization and operation of mass associations assigned by the Party and State at the Central level issued with Decision 118 of the Secretariat, to be completed in the second quarter.
The Politburo and the Secretariat requested to urgently complete the project to reorganize and streamline the press of associations in accordance with the new organizational model after the reorganization; submit to the Politburo and the Secretariat after the 14th Congress.
Conclusion assigning the Central Organizing Committee to be assigned to amend and supplement relevant regulations to ensure the appropriate age of cadres holding the position of Chairman of the Mass Association assigned by the Party and the State.
