The amendment of Decision 118 helps strengthen the leadership role of the Party, improve the effectiveness of the activities of mass associations at the Central level.

On September 18, the Central Steering Committee for summarizing Directive 17 and amending Decision No. 118 held a conference to collect comments on summarizing Directive 17-CT/TW of the Politburo and amending and supplementing Decision 118/QD-TW of the Secretariat.

Mr. Nguyen Thai Hoc - Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Trade Unions chaired the conference.

Directive 17-CT/TW was issued at the right time, promptly orienting the work of leadership, direction, management as well as promoting the role of mass associations. After 13 years of implementation, this Directive has contributed to creating important changes in the awareness and action of Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations, thereby firmly consolidating the great national unity bloc. However, the implementation also revealed some limitations and shortcomings that need to be identified and evaluated to find solutions in the coming time.

Regarding Decision No. 118-QD/TW dated August 22, 2023 of the Secretariat on "Regulations on the organization and operation of mass associations assigned by the Party and State at the Central level", the amendment and supplementation are necessary to overcome difficulties and conflicts that are no longer suitable for the practical situation. The goal of this is to strengthen the leadership role of the Party, improve the effectiveness of the activities of mass associations at the Central level, meet the requirements of innovating leadership and management methods, and at the same time promote the autonomous and self-responsible role of associations in the new situation.

At the conference, delegates highly appreciated the recent progress of the Associations in coordinating with agencies, organizations and socio-political unions in propaganda and mobilization of people to implement the Party's guidelines and policies and the State's laws; at the same time, they affirmed that the summary of Directive 17 and the amendment of Decision No. 118 are in line with the Party's guidelines and policies, the Constitution, the law and ensure feasibility in practice.

Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Trade Unions Nguyen Thai Hoc said that in preparation for the upcoming Congress of the Vietnam Fatherland Front and Central Trade Unions, the Politburo has had a meeting with the Standing Committee of the Vietnam Fatherland Front Party Committee and Central Trade Unions. At the meeting, General Secretary To Lam suggested three key issues that need to be focused on in the coming time.

Accordingly, the Vietnam Fatherland Front, organizations and mass associations need to strongly innovate mechanisms and methods of operation according to the new organizational model. In the current context, along with changes in the organization model, the operation methods of agencies need to be updated to improve work efficiency.

Therefore, the contents and directives of the Politburo as well as recent amendments to regulations have created clear conditions and orientations to build an operating model in line with new realities, Mr. Nguyen Thai Hoc stated and said that the second content proposed by the General Secretary is to enhance the substance, effectiveness and depth in the activities of the Vietnam Fatherland Front, organizations and associations. To achieve that, it is necessary to promote the important role of mass associations, take the activities of associations into depth, and create a practical impact on people's lives.

The third content that the General Secretary wants to emphasize is strengthening solidarity, gathering and promoting strength, as well as mobilizing great resources among the people. That power does not only include material resources but also the spiritual strength and will of the entire people. Therefore, the Vietnam Fatherland Front, organizations, and mass associations need to arouse, mobilize, and maximize this multidimensional resource to contribute to promoting the sustainable development of the country.

Deputy Secretary of the Vietnam Fatherland Front Party Committee and Central organizations Nguyen Thai Hoc said that, from the suggestions of General Secretary To Lam, it will be an important foundation for the 1st Congress of the Vietnam Fatherland Front and Central Organizations for the 2025-2030 term to propose breakthrough directions and solutions and demonstrate the determination to innovate to enhance the role and position of organizations in the cause of promoting people's strength, contributing to building an increasingly strong country.

Accepting the comments contributed at the conference, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Trade Unions Nguyen Thai Hoc affirmed that these are enthusiastic and responsible opinions and the Party Committee will fully absorb the opinions to continue to complete the draft project and ask for comments from experts and scientists in the coming time.

Deputy Secretary of the Vietnam Fatherland Front Party Committee and Central Trade Unions Nguyen Thai Hoc also hopes that delegates will continue to contribute opinions so that the Standing Committee of the Party Committee can advise on amending and supplementing Decision 118/QD-TW of the Secretariat to meet the Party's leadership and direction for associations in the current period.

As of December 31, 2024, the country has a total of 70,096 mass associations in operation. Of which, 609 Associations are active nationwide or inter-provincial and 69,487 Associations are active at the local level. In 2024, 976 new associations were established, while 165 associations were dissolved.
