New regulations on the arrangement of school accountants and medical staff when arranging

This content is stated in Resolution 37/2026/NQ-CP on the structure, quantity and some policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels.

Regarding the structure, quantity and policy regime for education support personnel, the Resolution stipulates:

1. Number of educational support personnel for preschool education institutions, general education institutions, and continuing education centers:

a) Accounting, clerical, and cashier positions are arranged for common use for educational institutions (including main schools, branches, and school sites), each position is arranged with 1 person.

For the accounting position, in case it belongs to the type of school with boarding and semi-boarding students with a scale of 40 classes or more, a maximum of 2 people can be arranged.

b) Job positions for equipment, laboratories, libraries, educational services, student counseling, educational support for people with disabilities, information technology (or office administration), school health are arranged separately for the main school and each branch. Each job position specified at this point is arranged with 1 person.

c) The agency directly managing the educational institution decides to arrange the number of educational support personnel according to the regulations in a and b; if necessary, based on the scale and actual conditions of the educational institution, decide to arrange one person to take on one or more job positions suitable to their capacity, expertise, task requirements and not exceeding the number of employees assigned by competent authorities.

2. The number of educational support personnel for vocational schools (including intermediate schools, vocational education - continuing education centers, vocational high schools) is implemented according to the organizational and operational regulations of educational institutions and relevant legal regulations.

3. After arrangement according to the above regulations, the remaining education support personnel of educational institutions before arrangement are arranged as follows:

a) Arrange for the position of educational support personnel who are still lacking in the number of employees according to the prescribed norms, except for the cases specified in b and c below.

In case it does not meet the training and fostering standards of the new job position, it will retain the code, title and salary coefficient being enjoyed. When meeting the training and fostering standards of the new job position after arrangement, the title is appointed and salary is ranked according to that job position or the professional rank is arranged according to regulations.

Within 3 years (36 months) from the date this Resolution takes effect, educational support personnel must meet sufficient standards of training, fostering, professional capacity according to the requirements of the new job position; if not met, then implement the regime of resignation or retirement, streamlining staff according to the provisions of law, unless necessary, directly considered and decided by superiors.

b) Not being assigned to a school medical position if it does not meet the standards for training and fostering qualifications of the job position.

c) Not being assigned to an accounting position if they do not meet the standards and conditions of the accounting position or fall into cases where they are not allowed to work as accountants as prescribed.

d) Placed in the teacher position if they meet the standard training level of teachers and meet the requirements for professional and nghiệp vụ competence to immediately meet the teacher position.

d) The remaining number of educational support personnel after being arranged sufficiently according to the regulations in a, b, c and d of this section shall implement the settlement of staff streamlining policies according to the provisions of Decree 154/2025/ND-CP.

The Resolution takes effect from August 5, 2026 to the end of June 30, 2028.
