Ninh Binh supports up to 3 million VND/month for grassroots security forces

Ninh Binh Provincial People's Council has just issued Resolution No. 27/2026/NQ-HĐND stipulating the criteria for establishing and the number of members of the Security and Order Protection Team; levels of support, training, and allowances for people participating in the security and order protection force at the grassroots level in the province.

According to the resolution, each village and residential group establishes a Security and Order Protection Team, including the Team Leader, Deputy Team Leader and Team Member.

For villages with 400 or fewer households, residential groups with 550 or fewer households, each security and order protection team is arranged with 3 members.

In case the village has over 400 households, the residential group has over 550 households, in addition to the initial 3 members, for every increase of half the number of households compared to the regulated level, one additional member will be arranged.

One of the notable contents of the resolution is the regulation on the monthly regular support level for forces participating in protecting security and order at the grassroots level.

Specifically, the Head of the Security and Order Protection Team is supported with 3 million VND/person/month; the Deputy Head is supported with 2.8 million VND/person/month; Team members are supported with 2.6 million VND/person/month.

In addition to regular monthly support, participants in this force are also supported 70% of the cost of voluntary social insurance contributions, calculated according to the poverty line of rural areas.

For health insurance, the province supports 100% of health insurance premiums according to the premium level of household health insurance participants. This support is not applicable to people who already have health insurance cards.

The Resolution also stipulates the level of compensation when security and order protection forces perform tasks according to the assignment of competent authorities or are mobilized and mobilized to perform tasks in some cases.

When performing tasks from 10 pm the previous day to 6 am the next morning, on holidays, or performing heavy, hazardous, and dangerous work, the Team Leader is compensated 26,000 VND/hour/person, the Deputy Team Leader 24,000 VND/hour/person, and the Team Member 22,000 VND/hour/person. The time calculated for compensation is no more than 300 hours/year.

In case of performing tasks in mountainous areas, areas with particularly difficult socio-economic conditions, ethnic minority areas or in key commune-level administrative units for national defense, the daily labor allowance is increased by 45,000 VND/person/day.

The Resolution of the Ninh Binh Provincial People's Council also stipulates the regime for people participating in the security and order protection force at the grassroots level when they are sick, injured, or die during the performance of their duties.

Accordingly, people who have not participated in health insurance, if they are sick, injured, or injured during the time of performing tasks according to the assignment and plan of competent authorities or when mobilized and mobilized, will be supported 100% of medical examination and treatment costs.

In case of inpatient treatment, participants in the force are also supported with 120,000 VND/day for meals during treatment until their health is stable and they are discharged from the hospital.

For people who have not participated in social insurance, if they have an accident during the performance of their duties, they are entitled to support regimes according to regulations. In case of accidents leading to death, relatives are entitled to a survivor's allowance of 91.08 million VND; those who take care of funerals are supported with funeral expenses of 25.3 million VND.

In addition to uniforms according to general regulations, each member of the Security and Order Protection Team at the grassroots level is also supported with a reflective mesh shirt. The funding for implementing the regimes is guaranteed from the state budget according to regulations and current budget decentralization.

The Resolution takes effect from August 7, 2026, and at the same time replaces some previous resolutions of Ha Nam, Ninh Binh and Nam Dinh provinces on regimes and policies for forces participating in protecting security and order at the grassroots level.
