Support level for village and residential group officials in Hai Phong who quit their jobs after consolidation
Hai Phong - The City People's Committee requests that before August 30, communes, wards, and special zones approve the list and provide financial support for village and residential group officials who quit their jobs.
Previously, the City People's Council issued a Resolution stipulating policies to support non-specialized workers in villages and residential groups who quit their jobs immediately after completing and restructuring to improve the quality of staff at the grassroots level.
According to the resolution, the policy applies to non-specialized workers in villages and residential groups who are working and have been decided by competent authorities to quit their jobs from June 17, 2026 to the end of July 31, 2026 due to not meeting the conditions and standards according to the city's regulations. The policy does not apply to surplus cases due to arrangement and reorganization of villages and residential groups that have enjoyed regimes according to current regulations.
Regarding the level of support, people who quit their jobs before reaching retirement age and have less than 5 years of service will be entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of service; allowance 1.5 times the monthly allowance for each year of service; allowance 3 months of allowance to find a job; and at the same time, they are entitled to preserve the time of social insurance contribution or enjoy one-time social insurance benefits as prescribed.
For people with 5 years or more of service and under 5 years of retirement age, they receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to the retirement age; receive an allowance equal to 1.5 times the current monthly allowance for each year of service; 3-month allowance for the current monthly allowance to find a job. At the same time, they are entitled to preserve the time of compulsory social insurance contribution or enjoy one-time social insurance according to the provisions of the law on social insurance.
People who have worked for 5 years or more and have reached retirement age for 5 years or more are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by 60 months. Along with that, they are entitled to an allowance equal to 1.5 times the current monthly allowance for each year of work; 3-month allowance for the current monthly allowance to find a job; preserving the time of compulsory social insurance contribution or enjoying one-time social insurance according to the provisions of the law on social insurance.
For commune-level cadres and civil servants due to the arrangement of commune-level administrative units in the 2023-2025 period, they are arranged to work as non-specialized personnel in villages and residential groups, they are entitled to the above regimes, but the current monthly salary to calculate allowances is the immediately preceding monthly salary of the commune-level cadre and civil servant title before being arranged to work as non-specialized personnel in villages and residential groups.
Non-specialized workers in villages and residential groups who have reached retirement age according to the provisions of Appendix I, Appendix II issued together with Decree No. 135/2020/ND-CP or are enjoying retirement benefits or loss of working capacity benefits are entitled to a one-time allowance equal to 15 months of monthly allowance currently enjoyed.
Non-specialized workers in villages and residential groups are entitled to policies according to the provisions of this Resolution if they are elected or re-recruited into agencies, organizations, and units receiving salaries from the state budget or arranged to work as non-specialized workers in villages and residential groups for 60 months from the date the competent authority decides to dismiss them, they must return the amount of allowance received to the agency, organization, and unit that has paid the allowance.
