Lao Cai encourages officials to dare to think, dare to do, dare to take responsibility
Lao Cai - Not only encouraging the spirit of innovation and creativity in the performance of official duties, the province also creates a "shield" to protect officials who dare to act for the common good.
Chairman of Lao Cai Provincial People's Committee Nguyen Tuan Anh has just signed a document requesting departments, agencies, branches, units and People's Committees of communes and wards to implement Decree No. 73/2023/ND-CP of the Government and Regulation No. 32-QD/TU of the Provincial Party Committee on encouraging and protecting dynamic, creative, dare to think, dare to do, dare to take responsibility for the common interests in the political system.
Accordingly, Lao Cai Provincial People's Committee requests agencies and units to organize widespread dissemination to all officials, civil servants, public employees, and laborers to raise awareness, create consensus, promote the spirit of responsibility, innovation, and creativity in performing official duties.
Along with that, agencies and units promote propaganda on mass media, portals/electronic information pages and internal newsletters to spread the spirit of encouraging and protecting officials who dare to innovate, be creative, and dare to take responsibility for the common good.
The Provincial People's Committee emphasized the task of building a high-quality contingent of cadres, civil servants, and public employees, especially in the fields of science and technology, innovation, digital transformation and application of artificial intelligence (AI).
Agencies and units are required to proactively select and send cadres to participate in training and fostering to improve capacity; gradually form a team of experts, core cadres, and young cadres with breakthrough thinking.
At the same time, creating conditions for officials to participate in research topics and projects, applying science and technology and digital transformation solutions to serve administrative reform and local socio-economic development.
Lao Cai Provincial People's Committee also requested to seriously implement incentive policies and measures to protect dynamic and creative officials in accordance with regulations; create an environment for officials to promote the spirit of proactiveness and innovation in order to remove "bottlenecks" and inadequacies in mechanisms and policies, contributing to improving the operational efficiency of the local government at 2 levels.
Agencies and units are responsible for guiding officials to develop plans to propose specific innovations and creativity; and at the same time ensure conditions on human resources, funds, and equipment for implementation.
Cadre evaluation will be associated with the spirit of innovation, creativity, work efficiency and the level of daring to take responsibility. Collectives and individuals with initiatives and solutions that bring practical efficiency will be promptly commended and rewarded.
