Promptly rectify, arrange, and dissolve ineffective and inconsistently operating associations

This content is stated in Directive 11-CT/TW of the Politburo on strengthening the Party's leadership and promoting the role of mass organizations in the new development stage (Directive No. 11-CT/TW).

Accordingly, to fully promote the position, role, responsibility, and resources of mass associations in the new development stage of the country, the Politburo requests Party committees, Party organizations, authorities, the Vietnam Fatherland Front, socio-political organizations, and mass associations to focus on leading, directing, and organizing the good implementation of a number of tasks.

In which, continue to strengthen the Party's comprehensive leadership over the organization and activities of mass organizations.

Party committees, Party organizations, authorities, cadres, and party members at all levels raise awareness and responsibility about the position and role of mass organizations in the political system and social life. Identify mass organization work as an important content of mass mobilization work, promoting socialist democracy, building the great national unity bloc and strengthening the close relationship between the Party, State and people.

The Directive also requires promoting the role and responsibility of mass associations in building, developing the country and protecting the Fatherland.

The activities of mass associations must take members, people and national - ethnic interests as the center; take the effectiveness of contributions to society and the level of satisfaction of members and people as a measure of operating results.

Overcome the situation of administrativeization of association work, organizing formal and widespread movements; improve self-reliance, self-management, self-responsibility, publicity, transparency and accountability. Unlock, connect, mobilize and effectively use legitimate social resources to serve socio-economic development, science, technology, innovation, education, health, culture, humanitarian affairs, environmental protection, social security, national defense, security and people-to-people diplomacy.

The Directive also states the requirement to improve institutions and laws, and improve the effectiveness and efficiency of state management of mass organizations.

Continue to review, amend, supplement, and improve institutions, policies, and laws on mass organizations in a synchronous, unified, transparent, and feasible direction, in accordance with the requirements of building a socialist rule-of-law state, a socialist democracy, streamlining the organizational structure, digital transformation and international integration.

Clearly define the functions, tasks, authority, and responsibility between: Party leadership, State management, Vietnam Fatherland Front gathering, orienting, coordinating activities and self-managed association, operating according to the law and association charter. Overcome the situation of lax state management of the association.

Build and operate a system of criteria and indicators to evaluate the operational efficiency of associations associated with the principles, purposes, and assigned tasks, the quality of service to members, the ability to mobilize resources, output products, and the level of contribution to socio-economic development and serving the People.

The Politburo's Directive also states the requirement to improve the efficiency of coordination in state management of associations, ensuring unity, smoothness, no overlap, and no vacancy of responsibility. Promptly rectify, arrange, consolidate, or suspend operations, dissolve associations and organizations directly under associations that operate ineffectively, not in accordance with their principles and purposes, are no longer suitable for practical requirements, or violate the law.
