The wave of thousands of billions of VND invested in large-scale livestock projects is opening up new development space for Gia Lai, but the province requires strict control of the environment, technology and planning to avoid pollution, ensuring sustainable development.

Many large-scale farm livestock projects

In Ia Lau, Po To, Ia Pia, Bo Ngoong, Ia Le communes... there are currently dozens of large-scale industrial pig farming projects. These projects have a large total, causing a very high amount of waste and wastewater to be treated, posing a potential risk of negative impacts on the environment.

At the end of 2025, the People's Committee of Gia Lai province requested functional agencies to temporarily suspend proposals for additional pig farming projects in the form of farms; at the same time, assigned the Department of Finance to coordinate with the Department of Agriculture and Environment to review and inspect projects that are behind schedule or not implemented as committed.

Mr. Doan Ngoc Co - Deputy Director of the Department of Agriculture and Environment of Gia Lai province - said: "The department is assigned the task of developing a comprehensive plan for livestock development, as a basis for reviewing and approving investment policies for livestock farm projects in the coming time".

According to the assessment of the functional sector, in the past, there were still some farms that did not fully comply with regulations on environmental protection. The fine for small-scale farms causing pollution is from 10-15 million VND, large-scale farms are from 15-20 million VND. Meanwhile, the investment capital for the projects is up to hundreds of billions of VND, so the current penalty level is considered low, not enough to deter.

Currently, there are no regulations on technology appraisal for large-scale livestock projects; the safe distance between the farm and the residential area (100-400m) is also considered too close. Faced with this reality, Gia Lai province has proposed that the Ministry of Agriculture and Environment amend and supplement relevant circulars to ensure environmental safety, hygiene and disease prevention and control.

Gia Lai province recommends that investors study and implement projects in areas with favorable conditions, large land funds, in line with the development orientation of concentrated livestock areas, such as the An Khe pass foot area...

Tightening management and control of environmental pollution

In the face of a large-scale investment wave in livestock projects, the People's Committee of Gia Lai province also requested a comprehensive review and assessment of projects being implemented to strengthen State management, ensure compliance with the law and limit negative impacts on the environment and people's lives.

The Department of Finance shall preside over and coordinate with relevant departments, branches and localities to fully review the legal basis in the process of establishing, appraising and proposing investment policies. The focus is on regulations on investment, land, construction, environment, livestock, planning and specialized laws. Advisory agencies must take full responsibility for the proposed content.

The Provincial People's Committee also requires livestock projects to apply advanced technology, implemented according to a circular, closed process, ensuring environmental protection requirements. Land use must comply with legal regulations, absolutely do not legalize cases of land use for the wrong purpose.

Authorities and localities must strengthen inter-sectoral coordination, regularly inspect and supervise the project implementation process. In case of detecting violations or not meeting approved investment conditions, it is necessary to promptly advise the Provincial People's Committee to strictly handle them.

In addition to environmental factors, concentrated livestock farming activities also pose a potential risk of affecting security, order and rural security. Therefore, the livestock industry of Gia Lai needs to be oriented for development according to a long-term, sustainable plan, ensuring the harmony of interests between businesses, people and localities.
