Proposal to pilot overpass lanes on Hanoi - Hai Phong, Cau Gie - Cao Bo expressways
The Traffic Police Department (CSGT) is coordinating with the Vietnam Road Administration to continue researching and proposing a pilot dedicated lane for vehicle overtaking on the expressway.

On August 8, the Ministry of Public Security said that the Traffic Police Department (CSGT) in coordination with the Vietnam Road Administration is studying many solutions to organize traffic in a scientific and modern direction, in order to prevent accidents and improve infrastructure exploitation efficiency.
Notably, functional agencies proposed to arrange the outermost left lane, adjacent to the median strip on the expressway, as a dedicated lane for overtaking vehicles.
According to the plan, vehicles are only allowed to use this lane to overtake vehicles. After overtaking, drivers must move to the right lane suitable for traffic speed, and are not allowed to run continuously on the overtaking lane.
The proposal was made from the reality that many vehicles run slowly but stick to the left lane, obstructing cars behind, reducing the expressway's operating capacity and posing a risk of accidents.
Previously, the Traffic Police Department coordinated to pilot a number of solutions, including regulations that trucks and passenger cars only use lanes close to the median strip to overtake on eligible routes such as Hanoi - Hai Phong, Phap Van - Cau Gie - Ninh Binh, Noi Bai - Lao Cai section Hanoi - Phu Tho. In practice, the solution recorded many positive results.
To complete the plan, the Traffic Police Department has publicly disclosed the research content in the mass media, collecting opinions from people, experts and transport businesses.
Many opinions agreed with the policy of arranging separate lanes to overtake vehicles, and at the same time proposed issues related to infrastructure conditions, signaling systems, propaganda, monitoring and handling of violations.
Some opinions expressed concern about the possibility of deployment on expressways with less than two lanes. The Traffic Police Department said that all opinions will be summarized, studied and absorbed before deployment.
On that basis, the Traffic Police Department in coordination with the Vietnam Road Administration continues to study and propose piloting regulations on dedicated lanes for overtaking vehicles on the Hanoi - Hai Phong and Cau Gie - Cao Bo expressways. The Hanoi - Hai Phong expressway has 3 lanes and one emergency stop lane in each direction; Cau Gie - Cao Bo has 2 lanes and one emergency stop lane in each direction.
According to the plan, the outermost left lane, adjacent to the median strip, will be reserved for overtaking vehicles.
