Regular payment for millions of people receiving monthly pensions and allowances
Currently, the Social Insurance (SI) system is regularly paying for about 3.5 million people receiving pensions and monthly allowances.
In the process of national development, social insurance has always been identified as one of the main pillars of the social security system.
May every year - the month of mobilizing the implementation of universal social insurance - is an important highlight to raise awareness, responsibility and participation of the whole society towards this policy.
Over the years, the goal of universal social insurance has been constantly concretized by clear results in expanding coverage, ensuring the rights of participants and consolidating a sustainable social security foundation.
Universal Social Insurance – towards a comprehensive social security network
If employment policies create livelihoods, health policies protect health, then social insurance is the fulcrum to help workers have stable income when they reach retirement age or when encountering risks such as illness, maternity, occupational accidents, and occupational diseases.
The concept of "All-people social insurance" is emphasized in Resolution No. 28-NQ/TW dated May 23, 2018 of the 12th Central Executive Committee, with the goal of building social insurance into the main pillar of the social security system, gradually expanding the coverage firmly, towards the entire people.
This is an important shift in policy thinking – from ensuring social security for workers with stable labor relations to building a more flexible and inclusive social security network, suitable for the changes in the labor market.
To concretize this policy, on November 21, 2019, the Government issued Decision No. 1676/QD-TTg, which identified May every year as the Month of mobilizing and implementing universal social insurance. This activity aims to attract people's attention, promote social insurance participation and enhance the responsibility of employers.
Mr. Le Hung Son - Director of Vietnam Social Security said: Organizing the annual Mobilization Month contributes to propagating and encouraging people to participate in social insurance, while raising the sense of responsibility of businesses in implementing policies for employees.
From 2019 to now, Vietnam Social Security has directed localities to implement the Mobilization Month with many flexible forms, suitable to reality. The effectiveness is clearly shown in the fact that the number of people participating in social insurance has increased year by year, and at the same time people's awareness of policies has been increasingly improved.

In parallel with communication, the policy system is also being improved. Resolution 28-NQ/TW sets out 11 reform contents, which have now been gradually institutionalized, notably the 2024 Law on Social Insurance with many new points in the direction of expanding coverage, increasing benefits and improving sustainability.
The implementation results show clear changes. By the end of 2025, the number of social insurance participants reached 21.53 million people, an increase of 6.80 million people compared to 2018 (an increase of 46.14%).
The rate of working-age labor participating in social insurance reached 45.11%, an increase of 14.86%. These targets all reached and exceeded the targets set out in Resolution 28, showing that universal social insurance is gradually becoming a reality" - Mr. Son said.
Resolving about 10 million short-term benefits per year
Entering the 2026 Universal Social Insurance Mobilization Month, communication and mobilization work continues to be identified as a key task, deployed synchronously, closely following each target group.
Vietnam Social Security has issued Plan No. 989/BHXH-TTHT dated April 7, 2026 on the Peak Month of propaganda and development of social insurance and health insurance participants.
Accordingly, the entire system will organize the Launching and Launching Ceremony on May 9, 2026; and at the same time deploy propaganda conferences, dialogues, and direct consulting at the grassroots level; organize communication points at markets, residential areas, and industrial parks; and provide consulting to each household and business household.
This approach helps social insurance policies not only exist in writing but also be directly present in people's lives. In addition, digital communication is also promoted with modern products, livestreamed consulting, and online contests to learn about policies.
However, developing participants is only sustainable when it goes hand in hand with ensuring rights and improving service quality. This is a key factor in building trust.
Currently, the social insurance system is regularly paying for about 3.5 million people receiving pensions and monthly allowances; and at the same time resolving about 10 million turns of enjoying short-term regimes each year. The satisfaction level of social insurance and unemployment insurance participants in 2025 reached 88%, exceeding 3% compared to the Resolution 28 target.
In the coming period, the task of expanding coverage will continue to be promoted. The Government has issued Resolution No. 403/NQ-CP, setting a target that by 2030 there will be over 29.33 million people participating in social insurance, of which at least 2.44 million people participate in voluntary social insurance.

On that basis, the Ministry of Finance issued Plan No. 472/QD-BTC dated March 16, 2026, identifying key groups of solutions: perfecting policies; strengthening coordination with localities; assigning development targets to grassroots levels; innovating communication; improving service quality, ensuring the rights of participants.
With the specific characteristics of social insurance policies, today's implementation efficiency is the foundation for social security for the future. Each social insurance participant is an additional support when old; each business that implements policies well contributes to building stable labor relations; each locality expanding coverage further strengthens the foundation of community security.
The People's Social Insurance Mobilization Month is therefore only truly effective when there is synchronous involvement of all levels, sectors, local authorities, socio-political organizations, businesses and each citizen. In the new development stage, the People's Social Insurance is not only the goal of social security policies, but also the foundation for a inclusive, humane and sustainable development society.
