Supplementing regulations on online citizen reception
The Law amending and supplementing a number of articles of the Law on Receiving Citizens, the Law on Complaints, and the Law on Reprimand has added regulations on receiving citizens online.
The National Assembly has passed the Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Reprimand, effective from July 1, 2026.
The Law amends and adds Article 3a after Article 3 on the form of citizen reception. Accordingly, agencies, organizations and units organize citizen receptions in forms such as receiving citizens directly or receiving citizens online. The Government regulates online citizen reception.
The law also stipulates the reception of citizens in communes, wards and special zones. Accordingly, the reception of citizens by Party committees, People's Councils, People's Committees of communes, wards, and special zones is carried out at the headquarters of the People's Committees of communes, wards, and special zones (hereinafter referred to as the People's Committees at the commune level) or the place of receiving citizens decided by the Chairman of the People's Committees at the commune level (hereinafter referred to as the place of receiving citizens at the commune level).
The Chairman of the People's Committee at the commune level is directly in charge of receiving citizens at the commune level and performing tasks such as issuing internal regulations and rules for receiving citizens; arranging favorable locations and other necessary conditions for receiving citizens at the commune level;
Directly receive citizens at the citizen reception location for at least 2 days in 1 month and conduct emergency citizen reception in prescribed cases;
Closely coordinate with relevant agencies, organizations and units to receive citizens and handle cases of many people complaining, denouncing, petitioning, and reflecting on one content; ensure safety and order for citizen reception activities;
Report periodic and ad hoc citizen reception work to competent agencies and organizations.
The Chairman of the People's Committee at the social level assigned units to appropriately perform the tasks of advising on periodic and ad hoc citizen reception; advising on the assignment of civil servants to regularly receive citizens at the commune-level citizen reception location;
Explain and guide citizens to make complaints, denunciations, recommendations, and reflect correct procedures and order, and the right agencies, organizations, units, and individuals with competent settlement;
Request citizens to comply with the decision to resolve complaints and denunciations that have been resolved by competent agencies, organizations, units and individuals in accordance with policies and laws; receive, classify, and handle complaints, denunciations, recommendations and reflections;
Monitor and urge the settlement of complaints, denunciations, recommendations and reflections under the authority of the Chairman of the People's Committee at the commune level; summarize the situation and results of citizen reception and handling of petitions under the responsibility of the Chairman of the People's Committee at the commune level.
