Many new regulations on receiving citizens, handling complaints and denunciations
The Law amending and supplementing a number of articles of the Law on Receiving Citizens, the Law on Complaints, and the Law on Reprimand has added many important provisions.
The Office of the President has issued an order of the President on a number of laws passed by the National Assembly at the 10th Session, including the Law amending and supplementing a number of articles of the Law on Receiving Citizens, the Law on Complaints, and the Law on Reprimand.
This Law consists of 4 articles, including: Article 1 amending and supplementing a number of articles of the Law on Citizen Reception; Article 2 amending and supplementing a number of articles of the Law on Complaints; Article 3 amending and supplementing a number of articles of the Law on Reprimand; Article 4 regulating the effectiveness of the implementation.
According to Deputy Inspector General of the Government Le Tien Dat, the Law amending and supplementing a number of articles of the Law on Receiving Citizens, the Law on Complaints, and the Law on Public Prosecution has many important new regulations.
Notable among them are: adding regulations on online citizen reception; temporarily suspending and suspending complaint settlement; partially withdrawing complaint content.
The law has allowed continued settlement when the complaintant does not attend the dialogue; at the same time, it has added the principle of determining the authority to settle complaints in cases not yet regulated by law.
The responsibility of the Chairman of the People's Committee at the commune and provincial levels and of State management agencies that do not organize inspections in receiving citizens and handling complaints and denunciations is also clearly regulated in the law.

Another new content, the law has added regulations on the authorization of the Prime Minister to the Government Inspector General in handling denunciations; perfecting the monitoring mechanism, urging the implementation of denunciation conclusions; stipulating the termination of protection when the person being protected intentionally fails to fulfill the prescribed duties.
Along with adding new regulations, the law has amended and perfected current regulations.
Accordingly, the law has amended and supplemented regulations on subjects exercising the right to complain and many regulations to clarify the authority and responsibility of subjects related to citizen reception, complaint and denunciation settlement.
The amended regulations ensure consistency with the Law on Organization of Local Government and relevant laws.
The Law also omits a number of articles, clauses and points of the Law on Receiving Citizens, the Law on Complaints and the Law on Reprimand to comply with the arrangement of the apparatus, implementation of the 2-level local government model and streamlining the system of inspection agencies.
The Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Reprimand takes effect from July 1, 2026.
