Ministry of Home Affairs responds to the case of ranking salary with a coefficient of 2.67 for civil servants
The Ministry of Home Affairs responds to the regulation on ranking salaries with a coefficient of 2.67 for civil servants who have paid social insurance (BHXH) before being officially recruited.
Mr. Tran Van Thuy (name of the character changed) said that he had 36 months of social insurance contributions in the position of lecturer before being officially recruited as a civil servant.
When he was appointed to the Lecturer rank (rank III) with a master's degree, the school deducted 12 months of probation and ranked him in rank 2, coefficient 2.67 instead of rank 3, coefficient 3.00.
Mr. Thuy requested functional agencies to clarify whether the ranking as above is in accordance with the provisions of Article 14 and Article 21 of Decree 115/2020/ND-CP or not.
Regarding Mr. Thuy's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, if he is recruited before July 1, 2026, the recruitment will be carried out according to the provisions of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government stipulating the recruitment, use and management of public employees (amended and supplemented in Decree No. 85/2023/ND-CP dated December 7, 2023).
Salary ranking is implemented according to the provisions of Circular No. 05/2024/TT-BNV dated June 27, 2024 of the Minister of Home Affairs stipulating standards and conditions for considering promotion to rank II and rank I for administrative civil servants, clerical civil servants, archival civil servants; salary ranking for people recruited and received as civil servants.
