16 groups of working positions of civil servants and public employees proposed for periodic transition

The Ministry of Home Affairs is drafting a Circular regulating the list and periodic term of job transfer for civil servants and public employees who do not hold leadership or management positions.

According to the draft, the new regulations apply to civil servants and public employees who do not hold leadership or management positions, regularly and directly contact and resolve work in the field of personnel organization and some other fields managed by the Ministry of Home Affairs.

The scope of application includes agencies, organizations, public non-business units under ministries, ministerial-level agencies; People's Committees of provinces and cities; People's Committees of communes, wards, and special zones.

List of working positions and periodic term for changing working positions for civil servants and public employees who do not hold regular leadership and management positions, directly contact and solve work in the field of personnel organization and some other fields under the management scope of the Ministry of Home Affairs at agencies, organizations, public non-business units under the Ministry, ministerial-level agencies, People's Committees of provinces and cities directly under the Central Government, People's Committees of communes, wards, special zones under provinces and cities directly under the Central Government.

The draft lists 16 groups of positions that must be periodically converted, including:

1. Personnel appraisal to submit to competent authorities for appointment, transfer, rotation, training, and fostering of cadres, civil servants, and public employees.

2. Organize the recruitment, arrangement, and use of civil servants and public employees according to job positions.

3. Appraise dossiers to submit to competent authorities for approval on organizational structure and staffing.

4. Appraisal of new establishment projects, rearrangement of agencies, organizations, units and state-owned enterprises, non-governmental organizations, and professional associations.

5. Appraisal and recognition of administrative boundaries dossiers at all levels; dossiers of plans for establishment, dissolution, merger, division of administrative units, adjustment of administrative unit boundaries, renaming of administrative units; dossiers of plans and decisions on classifying special-class provincial, ward, and special-class special zone administrative units.

6. Appraisal of the pilot project on administrative reform submitted by ministries, ministerial-level agencies, and provincial-level People's Committees to the Prime Minister.

7. Appraise and submit to the Government for approval the charters of associations under the decision-making authority of the Prime Minister in accordance with the law.

8. Appraise dossiers to submit to competent authorities for decision on forms of emulation, commendation, and discipline.

9. Allocation of targets and training budgets.

10. Manage and implement the salary regime for cadres, civil servants, public employees, and laborers.

11. Appraising dossiers of people with meritorious services to the revolution.

12. Appraisal of dossiers for issuing certificates of eligibility for business in archival services and certificates of archival practice.

13. Appraisal and issuance of work permits for foreigners in Vietnam.

14. Appraisal and issuance of certificates of evaluation activities, issuance of national vocational skills certificates.

15. Appraisal and issuance of certificates of eligibility for technical safety inspection activities and inspection activities of machinery, equipment, and supplies with strict requirements on labor safety.

16. Appraisal of dossiers for issuing, renewing, re-issuing, and adjusting information on licenses for service activities to send Vietnamese workers to work abroad under contracts; dossiers for registration of labor supply contracts of enterprises operating services to send Vietnamese workers to work abroad.
