The Ministry of Home Affairs proposes to periodically transfer 16 groups of working positions of civil servants and public employees who do not hold leadership or management positions.

The Ministry of Home Affairs is drafting a Circular regulating the list and periodic term of job transfer for civil servants and public employees who do not hold leadership or management positions.

According to the draft, the new regulations apply to civil servants and public employees who do not hold leadership or management positions, regularly and directly contact and resolve work in the field of personnel organization and some other fields managed by the Ministry of Home Affairs.

The scope of application includes agencies, organizations, public non-business units under ministries, ministerial-level agencies; People's Committees of provinces and cities; People's Committees of communes, wards, and special zones.

10. Manage and implement the salary regime for cadres, civil servants, public employees, and laborers.

11. Appraising dossiers of people with meritorious services to the revolution.

12. Appraisal of dossiers for issuing certificates of eligibility for business in archival services and certificates of archival practice.

13. Appraisal and issuance of work permits for foreigners in Vietnam.

14. Appraisal and issuance of certificates of evaluation activities, issuance of national vocational skills certificates.

15. Appraisal and issuance of certificates of eligibility for technical safety inspection activities and inspection activities of machinery, equipment, and supplies with strict requirements on labor safety.

16. Appraisal of dossiers for issuing, renewing, re-issuing, and adjusting information on licenses for service activities to send Vietnamese workers to work abroad under contracts; dossiers for registration of labor supply contracts of enterprises operating services to send Vietnamese workers to work abroad.
