Medical grassroots trade union in An Giang contributes many opinions to the Vietnam Trade Union Congress

Ms. Luc Neang Soc Phuong, Vice Chairwoman of the Grassroots Trade Union (CĐCS) of Tri Ton Medical Center (An Giang) expressed her expectations about the salary and special allowance policies of the medical industry. According to Ms. Phuong, currently, the work pressure of grassroots healthcare workers is very high (night duty, epidemic prevention, patient overload...) but income in general is still modest.

I expect the 14th Congress of the Vietnam Trade Union for the term 2026 – 2031 to have a strong voice, proactively advising the Party and State in perfecting salary reform policies. Especially to soon adjust and increase the level of on-duty allowances and professional preferential allowances for grassroots health workers in a way commensurate with the time, effort and professional risks that we are bearing," Ms. Phuong shared.

In addition, the situation of assault and verbal violence against doctors and nurses in emergency rooms and clinics in recent times has still been complicated, causing psychological panic. Ms. Phuong hopes that the new term Vietnam Trade Union organization will promote coordination with functional agencies to build a more solid legal corridor, protecting absolute safety both physically and mentally for medical staff while on duty.

Ms. Phuong also wished the General Confederation to continue to sign and expand "Union Member Welfare" programs with major partners. From there, bring practical and exclusive preferential programs for health sector union members (such as preferential purchases of essential goods, health insurance for relatives, preferential loan support packages to stabilize life).

Due to the specific characteristics of the health sector, union members find it very difficult to fully participate in movement activities in the traditional way. Ms. Phuong expects the 14th Congress to orient strong digital transformation in the Trade Union system. Activities, contests, and opinions or information sharing will be optimized through the digital environment, helping busy union members like the health sector easily access and participate without affecting medical examination and treatment expertise.

And Mr. Chau Chanh Tha, a member of the Trade Union of Tri Ton Health Center, expressed his opinion, according to him, the issues that the Trade Union needs to pay more attention to are income, allowances and the pressure of "food and money". Mr. Tha explained that the medical industry is a special industry, with a long study and training period, and great responsibility, but the actual income of grassroots healthcare workers is generally still low compared to the standard of living. In addition, doctors and nurses (especially in the Emergency Department and Examination Room) are daily facing the risk of violence, insults to honor, and assaults, leading to the psychology of going to work in anxiety.

According to Ms. Nguyen Thi Phien, Chairwoman of the Grassroots Trade Union of Tri Ton Health Center, the Trade Union organization needs to prioritize the good implementation of representing and protecting the legitimate and lawful rights and interests of employees. The Trade Union needs to proactively grasp the thoughts and aspirations of union members; promptly support when they encounter difficulties in employment, wages, insurance regimes, labor safety and disputes arising in labor relations. Innovate the content and methods of Trade Union activities. Trade Union activities need to be practical and close to the actual needs of union members; strengthen the application of information technology, reform administrative procedures and improve the efficiency of serving union members.

Ms. Phien also suggested that in the coming time, it is necessary to focus on synchronously implementing many tasks and solutions to improve the effectiveness of Trade Union activities at the grassroots level. The Congress needs to propose solutions to train and foster a contingent of Trade Union officials with bravery, skills in mobilizing the masses, and skills in dialogue and handling situations. Trade Union officials must be close, listen and promptly support employees.
