Quang Tri workers propose credit incentives for buying social housing
Many union members and workers in Quang Tri still face difficulties in housing, welfare and working environment, and need a more practical support policy.
Workers still face difficulties
In recent years, the lives of a number of union members and workers in Quang Tri province, especially workers in the non-state sector, industrial parks, remote areas, and remote areas, have still faced many difficulties. Income is unstable, housing conditions, working environment, institutions serving cultural and spiritual life are still lacking and do not meet actual needs.
Although the caring activities of trade unions are increasingly innovated and strengthened, there is still a need for fundamental solutions, suitable to the new context to better ensure the legitimate and legal rights and interests of union members and workers.
According to the Quang Tri Provincial Federation of Labor, one of the issues that workers are most concerned about today is housing for workers in industrial parks and clusters. In reality, the implementation of social housing policies for workers still faces many difficulties in procedures, financial mechanisms, and approval criteria. Many workers have real needs but still have difficulty accessing social housing, even having to buy it back at a higher price than the original regulation.
Union members and workers recommend that the State soon remove legal bottlenecks, review the approval process in accordance with workers' income conditions; at the same time, have preferential credit policies and mechanisms to encourage businesses to participate in investing in building social housing associated with trade union institutions.
In addition, many opinions say that the current regulations on retirement age are not really suitable for the characteristics of some heavy labor fields such as garment, footwear, road repair, railways, preschool teachers, rubber latex dredgers, etc.
Workers suggest that the Government continue to research and supplement the list of occupations with reduced retirement age based on science and practice, thereby ensuring long-term health, limiting occupational accidents and helping them have the opportunity to change jobs after retirement age.
Coordinate to better care for workers
In Quang Tri province, the process of arranging the local government model in the direction of two levels has directly affected the organization and operation of trade unions. When there are no more district unions, the number of grassroots unions managed by the Provincial Federation of Labor increases sharply, the area is large, while the team of full-time staff is still thin. The establishment of new commune and ward trade unions is only the beginning of implementation, the functions and tasks are not very clear, leading to difficulties in grasping the situation of union members and organizing grassroots activities.
From that practice, the trade union organization recommends that the Vietnam General Confederation of Labor soon issue regulations on the functions and tasks of commune and ward trade unions in the direction of decentralization, giving more initiative to the grassroots; at the same time, studying the organizational model in accordance with the current socio-political institutions but still maintaining the relatively independence of the trade union.
From a local perspective, when projects such as Quang Tri Industrial Park, My Thuy Port... come into operation, the number of workers is expected to increase rapidly. Therefore, investing in welfare works for workers such as houses, centralized kindergartens, cultural and sports institutions, and community living spaces is identified as an urgent requirement.
The Trade Union suggested that the province pay attention to allocating resources, while building a mechanism to encourage businesses to participate in investing in works serving workers' lives. Along with that is human resource planning, vocational training, retraining and developing a labor market information system to meet the recruitment needs of businesses.
reality also shows that in some enterprises, there are still violations of labor laws and social insurance, arrears, evasion of social insurance payments, and unsafe working environment. Workers requested that competent authorities strengthen inspection, examination, and strict handling of violations, thereby creating a sustainable, fair and stable working environment.
Mr. Nguyen The Lap - Chairman of the Quang Tri Provincial Federation of Labor - said that taking care of the material and spiritual lives of union members and workers is not only the responsibility of the Trade Union organization but also requires close coordination of the entire political system and the business community. In the coming time, the Provincial Federation of Labor will focus on innovating the method of operation in the direction of being close to the grassroots, listening to the voices of workers, proactively advising and proposing practical mechanisms and policies; at the same time, promoting the role of trade unions in dialogue and collective bargaining, contributing to improving income, welfare and spiritual life of union members.
