From January 1, 2027, which women will have enough 2 children to receive financial support?
From January 1, 2027, women who have 2 children before the age of 35 are eligible for financial support from the State. The minimum support level is 2 million VND/woman.
This regulation is implemented according to Population Law No. 113/2025/QH15, passed by the National Assembly on December 10, 2025, effective from July 1, 2026 and Decree No. 168/2026/ND-CP dated May 15, 2026 of the Government, detailing a number of articles and measures to organize and guide the implementation of the Population Law.
Supported with a minimum of 2 million VND
According to Decree No. 168/2026/ND-CP, the minimum financial support level of 2,000,000 VND/woman is applied to 3 groups: ethnic minority women with very few children; women in provinces and cities with birth rates below replacement birth rates; and women who have 2 children before the age of 35. Regulations for the group of women who have 2 children before the age of 35 take effect from January 1, 2027.
Thus, women who meet the conditions of having enough 2 children and the mother is not yet 35 years old at the time of giving birth to the second child will be considered for support according to regulations.
Notably, if a woman simultaneously belongs to 2 or all 3 groups of subjects mentioned above, she will only receive one level of support, not accumulated into 4 million or 6 million VND.
Order and procedures for implementing financial support
According to Decree No. 168/2026/ND-CP, financial support funds for childbirth are guaranteed by the local budget.
The Chairman of the commune-level People's Committee shall base on information from the interconnected birth registration procedure system, the National Population Database, the National Identification Application (VNeID) and available databases to decide on support and implement payment.
Notably, support is carried out at the same time as birth registration if conditions are met. The declarant must be responsible before the law for the accuracy and truthfulness of the content of the declaration requesting support.
The Population Law also identifies financial support for women who have 2 children before the age of 35 as one of the measures to maintain the replacement fertility rate. This policy is placed along with measures such as supporting women who have a second child and prioritizing the purchase, lease-purchase or lease of social housing for people with 2 or more biological children according to the provisions of housing law.
Therefore, from January 1, 2027, women who have 2 children before the age of 35 need to pay attention to the right to receive a minimum support of 2 million VND, and can also check the payment when carrying out birth registration procedures for the second child.
