6 groups of subjects exempted from training to become public lawyers

Clause 3, Article 4, Decree 364/2025/ND-CP detailing the provisions of a number of articles and measures to implement Resolution No. 24/2026/QH16 dated April 24, 26 of the National Assembly on piloting the implementation of the public lawyer institution (effective from October 1, 2026), stipulates that the following people are exempt from lawyer training to become public lawyers:

a) Professor, associate professor of law; doctor of law;

b) Having been a judge of People's Court level 2, level 3; intermediate prosecutor, senior prosecutor; intermediate investigator, senior investigator; senior bailiff; senior inspector;

c) Having been an intermediate enforcement officer, chief inspector;

d) Senior specialists, senior legal officers, senior inspectors, senior researchers, senior lecturers in the field of law;

d) Chief specialist, chief legal officer, chief inspector, chief researcher, chief lecturer in the field of law;

e) Has been a legal aid provider and has a certificate of law school graduation.

4. The Minister of National Defense and the Minister of Public Security shall stipulate titles equivalent to the titles specified in points d and d, clause 3 of this Article.

Thus, the above groups are exempt from lawyer training to become public lawyers.
