Appraisal of the title of chief engineer in the field of defense industry
The Ministry of National Defense organizes a conference to approve the results of considering the title of chief engineer and leading scientist in the field of the defense industry.
On May 20, in Hanoi, the Ministry of National Defense's title review council (Council) held a conference to approve the results of considering the title of chief engineer, leading scientist in the field of national defense industry (CNQP) in 2026.
Senior Lieutenant General Pham Hoai Nam - Member of the Party Central Committee, Member of the Standing Committee of the Central Military Commission, Deputy Minister of National Defense, Chairman of the Council - chaired the conference.
After listening to the report and speeches at the conference, Senior Lieutenant General Pham Hoai Nam praised the General Department of CNQP for closely following the regulations, criteria, and standards in Decision No. 12/2025/QD-TTg of the Prime Minister: Regulations on criteria for the titles of expert, leading scientist, chief engineer in the field of CNQP, security.
This is an important legal corridor, clearly stipulating strict criteria for selecting chief engineers and leading scientists - those who will directly implement key defense projects.
Emphasizing that building a team of chief engineers and leading scientists in the field of CNQP is not only an urgent task but also a "key" to realizing the goal of national defense autonomy, Senior Lieutenant General Pham Hoai Nam requested candidates to continue to supplement and complete the missing dossiers to prove their achievements and tasks.
Units need to create conditions for potential candidates to participate in scientific and technological tasks in the field of CNQP in order to meet sufficient criteria and standards, supplement and complete dossiers for the Council to conduct appraisal in the coming time.
Reporting the results at the conference, representatives of the General Department of CNQP - the Standing Agency of the Council - said that candidates have submitted dossiers to the General Department for the Ministry of National Defense-level title review Council to conduct appraisal and review meetings within the prescribed time.
Candidates are assessed as having outstanding capacity in researching and manufacturing weapons and technical equipment of strategic significance, mastering core technology and backbone technology; actively participating in research and performing scientific and technological tasks to create highly applicable technology products... The review work is public and transparent, focusing on evaluating the actual scientific values and the capacity to implement large projects.
In addition, promoting digital transformation in the review process, gradually digitizing candidate dossiers and deploying an online receiving system has created a modern and effective governance platform, contributing to discovering, honoring and promoting the elite intellectual team, building a strong force of leading experts and scientists, serving the goal of developing CNQP in the direction of autonomy, self-reliance, self-strengthening, dual-use and modernization.
