The case will be given 10 million VND in cash in July 2026

According to the Plan to amend and supplement Plan No. 82/KH-UBND dated March 4, 2026 of the Hanoi People's Committee on organizing activities to celebrate the 79th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2026), the subjects and levels of gifts from the President and the Hanoi People's Committee are as follows:

Gifts from the President

1. Gift level 600,000 VND/person.

For people with meritorious services to the revolution:

Vietnamese Heroic Mothers who are receiving monthly preferential allowances and individuals who have decided to be awarded the title of Vietnamese Heroic Mother before July 28, 2026 but have not completed procedures to receive monthly preferential allowances.

War invalids, people enjoying policies like war invalids, type B war invalids, and sick soldiers with a body injury rate of 81% or more who are receiving monthly preferential allowances.

People who participated in the resistance war and were exposed to chemical toxins with a body injury rate of 81% or more are receiving monthly preferential allowances.

For relatives of martyrs who are receiving monthly nursing survivor's allowance; relatives of two or more martyrs who are receiving monthly survivor's allowance.

2. Gift level 300,000 VND/person

For people with meritorious services to the revolution:

War invalids, people enjoying policies like war invalids, type B war invalids, sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances; war invalids who are enjoying the regime of working capacity loss.

People who participated in the resistance war and were exposed to chemical toxins with a body injury rate of 80% or less are receiving monthly preferential allowances.

Representatives of martyrs' relatives:

The biological father, biological mother, wife, husband, child, and person who nurtured the martyr were given a gift.

In case relatives in a martyr's family are permanently residing in many places, only 01 gift is resolved for 01 representative of the martyr's relative; the martyr's management place performs the gift giving to the representative of the martyr's relative.

People worshiping martyrs (in case the martyr has no relatives):

Martyr worshipers receive a gift; for each martyr, the worshiper receives a gift.

Giving gifts to cases in communes and wards that are managing martyrs who no longer have relatives, including:

People who worship martyrs have a decision from the Department of Home Affairs (formerly the Department of Labor, Invalids and Social Affairs) to receive a one-time annual allowance.

In case there is no decision to worship martyrs, the gift recipient is the person authorized by those specified in point b, clause 1, Article 651 of the Civil Code. In case these people are no longer there, they are authorized by those specified in point c, clause 1, Article 651 of the Civil Code.

Gifts from Hanoi City People's Committee

1. For individuals

Gift amount (in cash) 10,000,000 VND/person: Vietnamese Heroic Mothers.

The gift level (in cash) is 3,000,000 VND/person for: War invalids, type B war invalids, people enjoying policies like war invalids with a body injury rate of 21% or more; sick soldiers with a body injury rate of 41% or more; wounded and sick soldiers of Hanoi city currently being nurtured at 07 centers in neighboring provinces; representatives of relatives of martyrs (father, mother, wife, husband, children, people who raised them); people who participated in the resistance war and were infected with chemical toxins and are receiving monthly allowances.

In case 1 individual belongs to many of the above subjects, they will only receive 1 gift from the City.

Gift level (in cash) 1,500,000 VND/person for: representatives of martyr worship (1 martyr/1 gift).

2. For typical organizations

Gift level of 12,000,000 VND/unit (including gift bags of 2,000,000 VND, cash of 10,000,000 VND) for: Typical families of people with meritorious services (each commune and ward selects 2 families) and typical individuals visited by the city leadership delegation including: families of martyrs, wounded soldiers, sick soldiers, typical resistance war activists infected with chemical toxins.
