The newly issued Ministry of Home Affairs Circular 001/2025/TT-BNV stipulates the internal rules and regulations for recruitment, promotion, and consideration of promotion of civil servants and public employees, effective from May 1, 2025.

Accordingly, the Circular stipulates forms of handling for candidates who violate internal rules and regulations, including: Reprimand, warning, suspension of exams, cancellation of exam results.

Candidates who do not enter the correct position after being reminded for the first time; Talking with other candidates; being reminded for the first time but not complying or still re-offending will be reprimanded.

In addition, candidates are warned when they have been disciplined by reprimand according to the above regulations and re-offend; exchange research papers or playing cards with other candidates; let other candidates copy or copy the papers of other candidates.

Candidates who use documents in violation of regulations; bring into the exam room mobile phones, recorders, cameras, computers and technical means of recording, broadcasting, data Backup means, other information storage and transmission devices will also be handled in violation with a warning.

Next, candidates who are suspended from the exam when they violate and are handled with a warning according to the above regulations and re-offend; use mobile phones, recorders, cameras, computers and technical means of recording, broadcasting, data Backup means, storage devices, and other information transmission during the test; causing unsafety and disorder affecting the exam room.

The Circular also stipulates specific cases when exams are suspended or results are canceled.

Regarding handling candidates who violate the law, the circular clearly states that candidates who are reprimanded in any exam will have 25% of their total correct answers deducted or 25% of their total points achieved in that exam.

Candidates who are warned in any test will have 50% of their total correct answers deducted or 50% of their total points achieved in that test.

When summarizing the results, based on the record of handling violations prepared by the exam room supervisor and the report of the Head of the Examination Committee, Head of the Interview Committee, Head of the Examination Committee, Chairman of the Council, consider and decide on the deduction of correct answers or the deduction of points.

In case the candidate causes unsafety or disorder affecting the exam room, in addition to being suspended or having the exam results canceled, depending on the nature and severity, he/she will also be handled according to the provisions of the law on handling administrative violations or criminal law.

In case the candidate is a cadre, civil servant, or public employee, if the exam results are suspended or canceled, the head of the competent management agency or unit shall consider and handle the case according to the provisions of law on cadres, civil servants, and public employees.
