Continue to bring Vietnam - Russia relations to develop more and more substantively, effectively and sustainably
On September 8, General Secretary and President To Lam met with Chairman of the United Russia Party, Deputy Chairman of the Russian Federation Security Council Dmitry Medvedev.
According to VNA, Deputy Chairman of the Russian Federation Security Council Dmitry Medvedev expressed his pleasure to meet again and congratulated Comrade To Lam on being trusted and elected as General Secretary and President.
Congratulating the success of the 14th National Congress of the Communist Party of Vietnam, Mr. Medvedev highly appreciated the role of the relationship between the United Russia Party and the Communist Party of Vietnam, considering this a strategically significant cooperation channel, contributing to consolidating political trust and creating a solid foundation for the relations between the two countries.
General Secretary and President To Lam expressed his pleasure to meet again with Deputy Chairman of the Federal Security Council Medvedev; highly appreciated his important contributions in his position as Chairman of the United Russia Party and Deputy Chairman of the Federal Security Council to the development of the Russian Federation, as well as to the continuous consolidation and development of the traditional friendly relations and Comprehensive Strategic Partnership between Vietnam and Russia.
General Secretary and President To Lam affirmed that Vietnam always consistently values the traditional friendly relations and Comprehensive Strategic Partnership with Russia, considering this as one of the top priorities in implementing an independent, self-reliant, multilateralized, and diversificated foreign policy; wishing to continue to work with Russia to bring the relations between the two countries to develop more and more substantively, effectively and sustainably.

General Secretary and President To Lam requested the two Parties to continue to promote their pioneering role in orienting bilateral relations; maintain regular exchanges of high-level and all-level delegations; effectively implement the Cooperation Agreement between the two Parties; strengthen theoretical exchange and experience sharing on building the ruling Party, building the political system, national governance, socio-economic development, digital transformation, cadre training and anti-corruption and negativity work.
General Secretary and President To Lam also proposed expanding cooperation between the Ministry of Foreign Affairs and the United Russia Party, strengthening connections between political academies, strategic research institutes and promoting exchanges between the young generations of the two countries to create a solid foundation for long-term relations.
General Secretary and President To Lam requested the two sides to strengthen delegation exchanges between the two Parties, and strategic exchanges on areas of mutual concern.
General Secretary and President To Lam also proposed that the two sides continue to promote cooperation in the fields of energy, oil and gas, science and technology, innovation, digital transformation, artificial intelligence, nuclear technology for peaceful purposes, education and training, logistics, transportation and people-to-people exchanges; at the same time, study and develop long-term strategic cooperation orientations, creating new momentum for the Vietnam-Russia Comprehensive Strategic Partnership in the new development stage.
Mr. Medvedev agreed to continue to maintain delegation exchanges at all levels, effectively implement the Cooperation Agreement between the two Parties, strengthen theoretical exchanges, cooperation in cadre training, expand cooperation between strategic research agencies and organizations of the two Parties, and promote exchanges between young generations to inherit and promote the tradition of friendship between the two nations.
The two leaders expressed satisfaction with the positive development of relations between the Communist Party of Vietnam and the United Russia Party in the past time; affirmed that the relationship between the two Parties is one of the important pillars creating a political foundation, strengthening strategic trust and long-term orientation for Vietnam-Russia relations.
The two leaders agreed to continue to strengthen coordination at multilateral forums and cooperation mechanisms between political parties; jointly promote multilateralism, promote the role of the United Nations Charter and international law, contributing to building a peaceful, stable, cooperative and developing environment.
