Administrative procedures must be truly cut, avoiding decreasing at the ministry but increasing at the local level

On September 9, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired a meeting with relevant ministries and sectors on the draft Law on Land (amended), Law on Housing (amended) and Law on Real Estate Business (amended), before the drafting agencies complete the dossier to submit to the Government and submit to the National Assembly for consideration and approval.

After listening to reports, opinions, and concluding speeches, Prime Minister Le Minh Hung emphasized that these are 3 closely linked laws, playing a very important role in unlocking resources, meeting the requirements of growth in the coming time; the content has a great impact on people, organizations, investors, the economy, security, and national defense.

Regarding the content of the drafts, the Prime Minister noted that it is necessary to comply with the order and procedures for building and submitting draft laws in accordance with the provisions of the Law on Promulgation of Legal Documents, especially to strictly comply with the principles and regulations on power control in law-making.

Collect opinions simultaneously on all 3 laws widely and substantively with affected subjects, consult opinions from experts, scientists, organizations, associations, unions... and when collecting people's opinions, it is necessary to explain very clearly the objectives and contents of policies, avoiding different or unclear understandings.

The drafting ministries must be very receptive, research, absorb, and fully explain the opinions on a political, legal, and scientific basis so that the draft law, when passed, truly goes into life and has substantive effectiveness.

Fully assess the impact when building and promulgating policies, carefully review regulations on transitional handling, avoiding situations of loopholes or legal conflicts when implementing, affecting the legitimate and lawful rights and interests of organizations and individuals.

The Ministry of Justice shall preside over and coordinate with the Ministry of Agriculture and Environment, the Ministry of Construction, the Ministry of Finance and relevant agencies to review and be responsible for the consistency and unity of laws when draft laws are passed by the National Assembly, to avoid the situation where laws are promulgated but cannot be implemented due to problems of other related laws.

Giving opinions on some specific contents, the Prime Minister requested to review and identify policy groups included in draft laws and policy groups included in guiding documents.

The head of the Government noted that it is necessary to truly cut and simplify administrative procedures and business conditions, avoiding the situation where there is a decrease on the ministry but an increase at the local level, causing bottlenecks and barriers to development; promote the construction, completion, connection, and intercommunication of data on land, housing, and real estate.

The Prime Minister assigned Deputy Prime Ministers in charge of the field to continue directing; The Ministry of Justice urgently send reports for appraisal of draft laws; The Ministry of Agriculture and Environment and the Ministry of Construction urgently complete draft laws and submit them to the Government before September 11, 2026 to complete procedures according to regulations and report at the specialized Government meeting on law in September 2026.
