To make mass organizations truly become the strength of the people

Directive No. 11-CT/TW dated July 20, 2026 of the Politburo on strengthening the Party's leadership and promoting the role of mass organizations in the new development stage sets new requirements for both awareness, leadership methods, management and organization of association activities.

For the Party Committee of the Fatherland Front and central mass organizations, the most important issue today is to concretize the spirit of the Directive into substantive changes, so that each association organization is truly a place to gather and unite the people, and arouse intelligence, resources and the spirit of dedication to the country.

Strengthening leadership but not administrativizing association activities

Leading association work is not the sole task of an agency or a department, but the direct and regular responsibility of Party committees and Party organizations at all levels.

In the Party Committee of the Fatherland Front and central mass organizations, this requirement is even more special because this is a Party Committee with many party organizations directly associated with the work of mobilizing and gathering people from all walks of life and mass organizations.

Party committees at all levels in mass organizations assigned tasks by the Party and State need to fully promote the role of political nuclei; lead the association organization to concretize the Directive in accordance with the principles, purposes, charters and characteristics of each organization; and at the same time innovate the content and methods of operation, build a contingent of cadres, improve self-reliance and self-management capacity, mobilize resources and effectively perform assigned tasks.

But strengthening the Party's leadership does not mean administrativeizing the association organization. This is an issue that needs special attention in organization and implementation.

Innovation of measures: from "activity" to "effective activity

A breakthrough requirement of Directive No. 11-CT/TW is to innovate the view and evaluation of the activities of associations.

Association activities must take members, people and national - ethnic interests as the center; take the effectiveness of contributions to society and the level of satisfaction of members and people as a measure of results. Therefore, it is not possible to only evaluate an association organization through the number of members, number of conferences, number of campaigns or number of movements organized. More importantly, which forces that organization gathers, how it protects the legitimate and lawful rights and interests of members, what products it creates, which resources it mobilizes, and how it actually contributes to the community, society, and the country.

For the Party Committee of the Fatherland Front and central mass organizations, that spirit needs to be concretized into criteria that can be monitored and evaluated. Each association organization needs to clearly identify its products, the target audience it serves, the resources it can mobilize, and the social values it creates.

A strong association organization must first of all be strong in its ability to gather members, be close to the People, grasp and reflect the legitimate needs of the masses; and at the same time must have the ability to turn the intelligence, experience and dedication of members into useful products for society.

Unlocking social resources, promoting the strength of intellectuals and prestigious people

In many association organizations today, a very large force of intellectuals, experts, scientists, artists, journalists, jurists, lawyers, entrepreneurs and prestigious people from all walks of life are gathered. The Directive requires to promote the intelligence, experience, prestige and spirit of dedication of this force, creating an environment for them to practically participate in policy making, socio-economic development, science, technology, culture and solving practical issues raised.

Gathering talent is only the first step. More importantly, it is necessary to create a mechanism for their intelligence to be used, their initiatives to be received, their experiences to be transformed into social values, and their spirit of dedication to be awakened.

Therefore, each association needs to clearly identify its specific strengths. Associations of the scientific community must make scientific contributions; professional associations must improve professional quality and provide professional values; intellectual gathering organizations must participate in policy consulting and criticism; associations with social, humanitarian, and cultural strengths must create specific models and products to serve the people.

Along with that is the requirement to improve the effectiveness of people-to-people diplomacy, international cooperation and especially digital transformation; building, updating, managing, and interlinking data on association organizations and members; applying digital platforms in governance, administration, member connection and operation organization.

Clear function, clear authority, clear responsibility

In the Party Committee of the Fatherland Front, central mass organizations, the process of implementing the Directive therefore needs to thoroughly grasp the motto: function correct, authority correct, responsibility clear; close coordination but not replacement. Issues under authority must be proactively resolved; issues beyond authority must be promptly summarized, reported and proposed to competent authorities for consideration. This is also the requirement set for agencies and units in the Party Committee when implementing the Directive.

Along with that, it is necessary to gradually innovate the financial mechanism in the direction that the State's resources must be linked to specific tasks, output products and operational efficiency; expand the mechanism for assigning tasks, ordering, and bidding to provide public services for tasks serving public interests. At the same time, it is necessary to build a system of criteria and indicators to evaluate the operational efficiency of associations associated with the motto, purpose, quality of serving members, capacity to mobilize resources, output products and level of contribution to socio-economic development, serving the People.

Turning the Directive into a substantial change from the grassroots level

To implement well, first of all, each Party Committee and Party organization must convert the content of the Directive into specific programs, plans and tasks, associated with the functions of each organization. Advisory and assisting committees of the Party Committee must improve the quality of advice, guidance, inspection, supervision and monitoring of implementation. Professional committees of the Central Committee of the Vietnam Fatherland Front need to promote their advisory role to the Standing Committee in gathering, orienting, and coordinating activities; proactively grasp the situation, detect difficulties and obstacles, and propose solutions.

More importantly, the implementation of the Directive must go to the very end of efficiency. Do not allow the situation of very thorough grasp, many plans but the actual activities of the association progress slowly. Do not take the number of documents that have been issued, conferences that have been organized or completed reports as the final result.

The final result must be shown by more practical association organizations; members are more attached; social resources are better mobilized; the legitimate and lawful rights and interests of members and people are better cared for; the quality of participation in Party building, government building, supervision and social criticism is improved; there are more and more products, initiatives, models and specific contributions to the country.

In the new development stage, the strength of the country lies not only in the resources of the State but also in the intelligence, experience, aspirations and spirit of dedication of millions of members, union members and people of all strata. The Vietnam Fatherland Front, socio-political organizations and mass associations are important spaces to gather, connect and transform those resources into development strength.
