Arranging non-specialized personnel, encouraging Party cell secretaries to also be village heads
Localities are arranging and consolidating the team of non-specialized personnel; encouraging the model of Party cell secretaries being village heads at the same time.
34 provinces and cities across the country are reviewing and streamlining village and residential group focal points in areas where there are still conditions to arrange more. Proactively prepare personnel for Party cell secretaries, village heads, residential group leaders and heads of Fatherland Front committees to ensure compliance with standards.
In Thanh Hoa province, the arrangement will create larger-scale villages and residential groups, improve the operational efficiency of the political system at the grassroots level, and at the same time reduce about 4,400 non-specialized personnel. It is expected that the budget for villages and residential groups will decrease by about 424 billion VND per year.
However, the arrangement also poses some difficulties such as increasing the population size in villages and residential groups; the risk of surplus cultural houses and sports areas; the workload of Party cell secretaries, village heads and non-specialized personnel increases.
Communes and wards select people who are truly capable and reputable to hold key positions after arrangement; and at the same time fully and promptly resolve regimes and policies for redundant staff.
In Quang Ngai province, the Standing Committee of the Provincial Party Committee issued a Conclusion on the overall plan for arranging and reorganizing villages and residential groups in the province, requesting localities to continue to review and consider further streamlining focal points in places where there are still conditions for arrangement.
Along with arranging administrative units, Quang Ngai province also develops a plan to consolidate the team of non-specialized personnel in villages and residential groups; encourage the implementation of the model of Party cell secretaries concurrently being village heads or residential group leaders in suitable areas.
The election of village heads and residential group leaders after arrangement is expected to be completed before July 31, 2026.
In Lao Cai, the province is urgently implementing the arrangement and reorganization of villages and residential groups to streamline the grassroots apparatus, improve the operational efficiency of the political system and effectively use budget resources.
After arrangement, Lao Cai is expected to reduce 3,822 non-specialized workers in villages and residential groups and about 12,740 people participating in other activities at the grassroots level. The operating budget of villages and residential groups is expected to decrease by about 315 billion VND per year.
It is expected that the arrangement, use, regime, and policy for non-specialized personnel at the commune, village, and residential group levels will be completed before June 30.
In Da Nang, for non-specialized workers in villages and residential groups who quit their jobs due to arrangement, regimes and policies are implemented according to the provisions of Article 10 of Decree No. 154/2025/ND-CP.
The estimated total annual expenditure for non-specialized personnel and people participating in activities in villages and residential groups is 560 billion VND, 332 billion VND lower than the current expenditure level.
The cost of implementing policies for redundant non-specialized commune-level officials who quit their jobs immediately at the time of arrangement is estimated at about 1,217 billion VND.
Regarding the regime and policies for village and residential group officials and officials who quit their jobs due to arrangement, the Party Committee of the City People's Committee is assigned to preside over and coordinate with the Party Committee of the City People's Council to carefully study the guidelines and regulations of the Central Government, and at the same time closely follow the actual situation of the locality to review and complete the plan.
Policy development must be linked to resource balance, ensuring feasibility, practical suitability and promoting effectiveness when implemented.
