The process of considering and posthumously awarding the glorious Youth Volunteer Medal

The dossier, order, and procedures for considering and posthumously awarding the "Great Youth Volunteer Medal" are stipulated by the Government in Decision No. 01/2026/QD-TTg.

This regulation is stated in Decision No. 01/2026/QD-TTg on the implementation of a number of articles of the Law on Emulation and Commendation; which clearly stipulates the order and procedures for considering and posthumously awarding the "Great Youth Volunteer Medal".

The dossier includes a declaration of the proposal for consideration of donation, supporting documents, dossier submitted to the Chairman of the Provincial People's Committee, dossier submitted to the Prime Minister.

The order and procedures for considering and posthumously awarding the "Great Youth Volunteer Medal" are as follows:

Volunteer Youth or relatives of Volunteer Youth shall prepare a request dossier as prescribed in 1 above and submit directly or by post a set of documents to the People's Committee of the commune where the Volunteer Youth registered for residence or the place of residence of the relatives declaring their residence.

The People's Committee at the commune level within 15 working days from the date of receiving the complete dossier as prescribed is responsible for:

- Publicly announce the list of cases proposed for consideration of awarding and posthumously awarding the "Great Youth Volunteer Medal" on media and communication and post on the website of the People's Committee at the commune level (if any) within 10 working days;

- Organize a conference to propose considering awarding and posthumously awarding the "Great Youth Volunteer Medal";

- Submit to the Chairman of the Provincial People's Committee for consideration and proposal for rewards for cases that meet the conditions, standards, records, and procedures according to regulations.

The People's Committee at the provincial level within 15 working days from the date of receiving the complete dossier as prescribed is responsible for:

- Direct the Department of Home Affairs to receive the commendation proposal dossier, coordinate with the Provincial Association (Corts Committee) to organize the appraisal of the dossier requesting consideration for awarding and posthumously awarding the "Great Youth Volunteer Medal" and sign the confirmation of the appraisal results on the Declaration of achievements of individuals.

- Submit to the Prime Minister (through the Ministry of Home Affairs) for consideration and proposal for rewards for cases that meet the conditions, standards, records, and procedures according to regulations.

The Ministry of Home Affairs, within 20 working days from the date of receiving a complete dossier as prescribed, is responsible for:

- Appraise the dossier and collect opinions from relevant agencies (if any);

- Submit to the Prime Minister for consideration and submit to the President for decision to award and posthumously award the "Great Youth Volunteer Medal".

The decision clearly states that the Ministry of Home Affairs is responsible for sending the reward decision to the reward submission level. In case the conditions, standards, procedures, and documents are not met, within 10 working days from the date of completion of the appraisal, the appraisal result will be notified to the award submitter.

After receiving the President's reward decision, the Provincial People's Committee directed the organization of awarding and receiving the "Great Youth Volunteer Medal" to those who were awarded to ensure solemnity, in accordance with the tradition and beneficiaries of the reward according to the provisions of Decree No. 152/2025/ND-CP.

In case of failure to meet the conditions, standards, procedures, and documents, within 5 working days from the date of receipt of the notice from the Ministry of Home Affairs, the People's Committee at the provincial level is responsible for notifying the appraisal results to the People's Committee at the commune level to notify the individual proposing the reward.

Volunteer youth who are considered for awarding or posthumously awarded the "Great Volunteer Youth Medal" will receive a Certificate, frame, Medal, and Medal box according to regulations.
