Regulations on standards for commune and ward administrative units
The Resolution of the National Assembly Standing Committee has stipulated the ward's standards for population of 21,000 people or more; natural area of 5.5km2 or more.
The National Assembly Standing Committee issued Resolution 112/2025/UBTVQH15 on standards for administrative units, which stipulates standards for commune and ward administrative units.
The Resolution stipulates the standards of communes such as population size: Mountainous communes with 5,000 or more people; island communes with 2,500 or more people; in addition, some communes with 16,000 or more people.
Regarding natural area, mountainous communes are 100km2 or more; communes on islands are 15km2 or more; some communes are 30km2 or more.
Have a socio-economic development orientation in line with the 5-year socio-economic development plan of the province and city.
The Resolution also stipulates the standards of the ward. With a population of 21,000 or more; natural area of 5.5km2 or more.
The location and function are determined in the planning or orientation approved by competent authorities as a comprehensive center or specialized center at the regional or provincial or sub-regional level in a province or city, playing a role in promoting the socio-economic development of a province, city or sub-region in a province or city.
The ratio of urban population to administrative unit population is 50% or more.
The structure and level of socio-economic development meet targets such as the ratio of total local budget revenue to total local budget expenditure in the area of 100% or more; the ratio of industry - construction and services in GRDP of 70% or more;
The rate of non-agricultural labor is 70% or more; the average income per capita per year is higher than the average income per capita per year of the province or city under which it is under the management in the last 03 years; the poverty rate (according to the multidimensional poverty standard) is lower than the poverty rate of the province or city under which it is under the management in the last 03 years.
The Resolution also stipulates the city's standards such as population of 2,500,000 or more; natural area of 2,500km2 or more; the ratio of wards to the total number of commune-level administrative units from 30% or more; urbanization rate from 45% or more.
The location and function are determined in the planning or orientation approved by competent authorities as a national or regional comprehensive center for economy, finance, culture, education, training, tourism, healthcare, science and technology, domestic and international traffic and exchange hub, playing a role in promoting the socio-economic development of the region or the whole country.
The structure and level of socio-economic development meets the following targets: budget balance in the group of localities that do not receive additional balancing from the central budget; the proportion of industry - construction and services in the gross regional domestic product (GRDP) reaches 80% or more;
Average income per capita per year is higher than the average income per capita per year of the whole country in the last 03 years; GRDP growth rate in the last 03 years reached or exceeded the growth rate of gross domestic product (GDP); the poverty rate (according to the multidimensional poverty standard) is lower than the poverty rate of the whole country in the last 03 years.
For the province, the resolution clearly states the standards for the population of mountainous provinces from 900,000 people or more; the remaining provinces from 1.4 million people or more.
The natural area of mountainous provinces is from 8,000km2 or more; other provinces are from 5,000km2 or more.
