Deputy Prime Minister Bui Thanh Son inspects the implementation of smart border gates in Mong Cai

Deputy Prime Minister Bui Thanh Son inspected and surveyed the area of Bac Luan I Border Gate, Bac Luan II Border Gate and Km3+4 Hai Yen opening.

In 2025, the total volume of import and export goods through these border gates and openings will reach over 2.8 million tons, an increase of 25% compared to 2024; the number of people entering and exiting the country will reach over 8 million, an increase of 10.5% compared to 2024.

Regarding the implementation of the construction of a smart border gate at Mong Cai International Border Gate (Vietnam) - Dongxing (China), Quang Ninh province has developed a pilot project, consulted relevant ministries and branches to complete and submit to the Prime Minister for approval the Project before January 15, 2026 as a basis for implementing investment preparation for the Smart Border Gate Project.

In parallel with the process of developing the Smart Border Gate Project, to ensure synchronization and unity in management, Quang Ninh province has organized, surveyed, and proposed expanding the boundary of the border gate area.

Regarding the implementation of the cross-border Economic Cooperation Area, Quang Ninh province has developed and proposed a pilot mechanism and policy for the Cooperation Area; at the same time, received comments from ministries and branches, and completed the Project to report to the Prime Minister before January 15, 2026.

Regarding the investment in the Mong Cai - Ha Long - Hai Phong standard gauge railway line, Quang Ninh province has sent a document to the Prime Minister proposing to allow the province to use the provincial budget to carry out investment preparation, detailed planning, and establish a project to clear the entire route.

Deputy Prime Minister Bui Thanh Son emphasized that Quang Ninh is facing a great opportunity to make a breakthrough, becoming a new growth pole in the Northern region and an important gateway in economic cooperation between Vietnam - ASEAN and China. The construction of a smart border gate, the formation of a cross-border economic cooperation zone and the investment in the Mong Cai - Ha Long - Hai Phong railway line not only have the specific development significance of the province, but also directly contribute to the goal of improving competitiveness, promoting import and export and economic growth of the whole country.

In particular, the construction of the Mong Cai - Dong Hung smart border gate is of special importance, contributing to modernizing immigration management, improving the effectiveness of controlling goods and vehicles and promoting border trade.

The Deputy Prime Minister requested Quang Ninh province to promptly fully absorb the opinions of ministries and branches, complete the Project on Smart Border Gateways and cross-border Economic Cooperation Zones to submit to the Prime Minister for consideration and approval before January 15, 2026, ensuring quality, feasibility and consistency with the Central's conclusions on regional economic development.

For the Mong Cai - Ha Long - Hai Phong standard gauge railway line, the Deputy Prime Minister agreed on the investment research policy according to a suitable roadmap, ensuring synchronous connection with the national and international railway system, effectively serving logistics, import-export and industrial - service development.

In that spirit, Quang Ninh needs to continue to be proactive, creative, dare to think, dare to do, take advantage of opportunities from integration and cooperation between Vietnam and China to create a new breakthrough, contributing worthyly to the country's rapid and sustainable growth goal in the coming period.
