Lao Cai reviews projects, accelerates disbursement of public investment

Lao Cai Provincial People's Committee has just issued a document requesting departments, branches, localities and investors to urgently accelerate the implementation and disbursement of the 2026 public investment plan, considering this as a key task, associated with assessing the level of task completion of each unit.

According to the newly issued direction, units must complete dossiers proposing investment policies, ensuring sufficient legal basis, clarifying the necessity, effectiveness and feasibility of each project. The dossiers should be sent to the Department of Finance before April 20 for summarization and submission to competent authorities for consideration.

For communes and wards, Lao Cai Provincial People's Committee requests to proactively develop investment plans suitable to resources, select key projects, and avoid spreading out. At the same time, localities must be responsible for the ability to balance capital, especially revenue from land use fees, and not let basic construction debts arise.

For transitional projects from 2025 to 2026, the comparison and transfer of capital sources must be completed between April 16 and 20; Along with that, review and propose prolonging or stopping ineffective projects.

The province sets a target to allocate 100% of the capital plan in detail before April 20. Investors must build specific progress, commit to construction resources; resolutely handle contractors who violate progress and contracts.

Site clearance continues to be a key step. Localities are required to implement it thoroughly in parts, ensuring that clean ground is available to deploy construction to that extent.

Departments and sectors strengthen guidance, remove difficulties, organize professional training, and complete it before April 30.

Lao Cai Provincial People's Committee also emphasized strengthening inspection, supervision and publicizing monthly disbursement results.

The disbursement results by the end of 2026 will be an important basis for assessing the level of task completion of each related collective and individual.
