Urgently determine the route of the North - South high-speed railway project

On January 10, the Government Office announced that it had just issued Notice No. 17/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 5th Meeting of the Steering Committee for important national projects and works in the railway sector.

In the announcement, the Prime Minister requested that the implementation of projects must ensure "3 yes" and "2 no's", in which "3 yes": have the interests of the State, have the interests of the people, have the interests of businesses and "2 no's": no corruption, negativity; no loss or waste of assets, efforts, and money of related entities.

For the high-speed railway project on the North-South axis, the Prime Minister requested the Ministry of Construction to urgently determine the route of the project to assign localities to promptly implement compensation and resettlement support (component project 1 has been allowed by the National Assembly to be separated into independent projects), in which the study is to expand the scope more than the standard.

Regarding technology selection, the Ministry of Construction urgently proposes which technology to choose and clearly states the basis, carefully evaluates factors related to technical economy, management and operation, technology transfer...; reports to the Government Standing Committee before January 15, 2026 for consideration and reporting to competent authorities.

Regarding the form of investment, based on the selected technology plan, the Ministry of Construction will take the lead in developing criteria and processes for selecting investment forms (public, PPP, business) in a scientific and transparent manner, ensuring national interests, fighting corruption and negativity; reporting to the Steering Committee at the next meeting.

Regarding the proposal to appoint a consulting contractor to prepare a feasibility study report, the Prime Minister requested the Ministry of Construction to urgently decide according to its authority and the process and procedures in accordance with regulations; in case of problems in the project's bidding work, report and propose to competent authorities for resolution in January 2026.

For the Lao Cai - Hanoi - Hai Phong railway project, regarding the progress of component project 2: The Ministry of Construction directed the completion of the feasibility study report in March 2026, approved the project in July 2026, and started construction of the main items from December 2026.

Regarding loan negotiations, the Ministry of Finance will preside over and coordinate with the Ministry of Foreign Affairs and the Ministry of Construction to accelerate negotiations on the Agreement in the first quarter of 2026.

Regarding negotiations on the Agreement to build a railway bridge across the Vietnam - China border, the Ministry of Construction will preside over and coordinate with the Ministry of Foreign Affairs and relevant ministries to accelerate negotiations on the Agreement in the first quarter of 2026.

For the Hanoi - Lang Son and Hai Phong - Mong Cai railway lines, the Ministry of Construction will coordinate with the People's Committee of Quang Ninh province and relevant agencies to carry out the process and procedures to assign Quang Ninh province as the investor of the Hai Phong - Ha Long - Mong Cai route according to the provisions of law.

Regarding urban railway projects, Ho Chi Minh City urgently completes procedures and starts construction of the Ben Thanh - Tham Luong route before January 19, 2026; prioritizes the railway line connecting Long Thanh International Airport and Tan Son Nhat International Airport.

The Ministry of National Defense supported the Hanoi People's Committee to reclaim defense land to build Depot 02 and the access road to Depot 02 of the project in Hoa Lac commune of the Van Cao - Hoa Lac route and clear the D10 Battalion site of the Nam Thang Long - Tran Hung Dao route.
