Details of the land allocation and red book issuance process for Hanoi residents, dossiers are processed in less than 20 days

Hanoi officially applies a new process on rotating dossiers to determine financial obligations for land under the decision-making authority of the Chairman of the City People's Committee. The process not only clearly defines the responsibilities of each agency but also shortens the processing time at some stages, contributing to speeding up the progress of land allocation, land lease and issuance of land use right certificates.

Accordingly, the Hanoi City People's Committee has issued Decision No. 84 stipulating the procedure for transferring dossiers to determine land use fees and land rent in cases of applying land price lists according to the 2024 Land Law and Resolution No. 254.

According to the new process, within 7 working days from the time of the decision to allocate land, lease land, permit change of land use purpose, extend land use term, adjust land use term, change of form of land use of competent authorities, the Department of Agriculture and Environment is responsible for transferring land administration information of land plots according to form No. 19 in the appendix issued together with Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government to Hanoi City Tax Department.

Within 5 working days from the date of receiving the Information Transfer Slip from the Department of Agriculture and Environment, Hanoi City Tax Department issues a notice of payment of land use fees, land rent and other financial obligations, sent to land users, the Department of Agriculture and Environment, Hanoi Land Registration Office; state budget revenue agencies of the same level.

Land users shall pay land use fees, land rent and other financial obligations, and complete financial obligations into the State budget.

Within 2 working days from the time the land user completes financial obligations, the State budget revenue agency transfers budget collection information to Hanoi City Tax Department to confirm the performance of financial obligations of the land user.

Within 3 working days, Hanoi City Tax Department has a document confirming the performance of financial obligations of land users, sends documents to land users, the Department of Agriculture and Environment, and the Land Registration Office as a basis for handing over land on the ground, signing land lease contracts and issuing Certificates of land use rights and ownership of assets attached to land to land users.

According to calculations, if the dossier is fully prepared from the beginning and the land user completes the financial obligation on time, the entire processing process of state agencies can be completed in less than 20 working days, excluding the time the land user pays the money.
