Ministry of Education and Training requests review of teacher appointment and salary ranking nationwide

The Ministry of Education and Training has issued Official Dispatch 3141/BGDĐT-NGCBQLGD dated May 29, 2026, on reviewing the work of appointing professional titles and ranking teachers' salaries at all levels of education from preschool, general education to continuing education.

Official Dispatch 3141/BGDĐT-NGCBQLGD is being implemented to prepare for the arrangement of teachers to job positions according to the Law on Civil Servants 2025, No. 129/2025/QH15, effective from July 1, 2026.

According to the content of the official dispatch, the Ministry of Education and Training requests localities to direct specialized agencies and relevant units to statistically assess the current situation of professional title appointment and salary ranking of teachers and educational institution administrators according to the attached form.

In addition to statistics, the Ministry also requests localities to report on difficulties and obstacles that have not been resolved to complete the appointment of professional titles and salary ranking according to the provisions of Circulars No. 01, 02, 03, 04/2021/TT-BGDĐT and Circular No. 08/2023/TT-BGDĐT.

Notably, the statistics form attached to the official dispatch contains a summary of the number of teachers subject to reappointment according to Clause 12, Article 5 of Circular No. 08/2023/TT-BGDDT, including the number of teachers who have been reappointed, the number of teachers who have not been reappointed, as well as the salary coefficient status after reappointment.

The Ministry requests the Provincial People's Committee to send a report to the Ministry of Education and Training (through the Department of Teachers and Educational Administrators) before June 10, 2026.
