Politburo orients research to summarize and comprehensively amend the 2013 Constitution

On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Conclusion No. 17-KL/TW on legislative orientations for the 16th National Assembly term.

According to Conclusion No. 17-KL/TW, the goal of legislative work for the 16th National Assembly term is to create a legal framework to successfully implement socio-economic development tasks in the period 2026 - 2031, associated with the direction of national development, key tasks and strategic breakthroughs set out in the Resolution of the 14th Party Congress, meeting the requirements of national development in the new era.

By 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system, paving the way for development, mobilizing all people and businesses to participate in socio-economic development, creating a premise for our country to have a high-quality, advanced, modern legal system that is suitable for the country's reality and international practices by 2045.

Conclusion No. 17-KL/TW clearly states that legislative work of the 16th National Assembly term focuses on the following major orientations:

Research, summarize, and comprehensively amend the 2013 Constitution in accordance with reality and development requirements of the country in the new period.

Building and synchronously completing rapid and sustainable development of institutions and laws, building a socialist rule-of-law state and optimally operating the 3-level government model.

Breakthrough in the development of science, technology, innovation and national digital transformation.

Establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science, technology, innovation, and digital transformation as the main driving forces.

Strongly and comprehensively develop Vietnamese culture and people; build a modern national education system, on par with the region and the world.

Manage sustainable social development; ensure social progress and equity and care for people's lives.

Manage and use resources effectively, protect the environment, and proactively adapt to climate change.

Strengthen national defense and security; build a revolutionary, regular, elite, modern People's Army and People's Police, firmly protecting the Socialist Republic of Vietnam; promote the synchronous and creative deployment of foreign affairs and international integration in a deep, comprehensive, and effective manner.

Strongly promote the role of the People's subject, socialist democracy, the strength of the People and the great national unity bloc.

Regarding the organization of implementation, the Conclusion clearly stated that the National Assembly Party Committee will effectively lead the implementation of the Politburo's Conclusion on Legislative Orientation for the 16th National Assembly term; direct the National Assembly Standing Committee to urgently develop a Plan for implementation and report to the 16th National Assembly at the First Session.

The Government Party Committee, Party Committee: Supreme People's Court, Supreme People's Procuracy, Fatherland Front, central mass organizations and relevant agencies and organizations within their scope of tasks and powers, based on this Conclusion and the Project and Plan for implementation of the National Assembly Standing Committee, develop, promulgate plans and organize implementation; proactively and actively lead, direct, and implement the Legislative Orientation to ensure quality and efficiency; regularly review and promptly propose adjustments and supplements to legislative tasks to ensure compliance with the Party's 14th Congress's guidelines and policies, meeting practical requirements.

Assign the Central Internal Affairs Commission to preside over and coordinate with relevant agencies to monitor, urge, inspect, summarize, and summarize the implementation of the Conclusion; report to the Politburo as prescribed.
