The Politburo requests to thoroughly grasp and implement the Resolution of the 14th National Party Congress

Strategic thinking and vision for national development in the new era

Directive 01-CT/TW of the Politburo (Directive No. 01) clearly stated that the 14th National Congress of the Party was a great success. The Congress passed the Resolution and the Congress documents.

The Resolution of the 14th National Party Congress is a profound summary of the theory and practice, crystallizing the intelligence of the entire Party, people and army, expressing the thinking and strategic vision for national development in the new era; has the value of guiding and comprehensively leading and directing the activities of the Party, State and society, contributing to realizing the belief and aspiration of the entire nation for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, firmly moving towards socialism.

In order for the Resolution of the 14th National Party Congress to be implemented immediately, synchronously, effectively and substantially, the Politburo requires Party committees, Party organizations, all levels and sectors to identify the organization of research, study, dissemination and implementation of the Resolution of the 14th National Party Congress as one of the key tasks of 2026 and the entire term, which must be implemented seriously, methodically and scientifically.

This is an extensive political activity for each cadre and party member to grasp and properly, creatively and effectively implement the resolution, creating a clear change in awareness, unifying the will and action throughout the Party, the consensus of the people, arousing and promoting the tradition of patriotism, the will to self-reliance, self-strengthening, the strength of great national unity in the cause of national construction, development and national defense.

The study, dissemination and dissemination of the Resolution of the 14th National Party Congress aims to contribute to strengthening the Party's political, ideological, ethical, organizational, personnel building and protecting the Party's ideological foundation.

Research, study, dissemination, and propaganda content

The contents of research, study, dissemination and propaganda of the Resolution of the 14th National Party Congress include:

Resolution of the 14th National Party Congress; Political report of the 13th Party Central Committee at the 14th National Party Congress; Report summarizing a number of theoretical and practical issues on the reformation under the socialist orientation over the past 40 years in Vietnam; Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing and guiding the addition and amendment of the Party Charter.

The Directive clearly states that Party committees, Party organizations, and heads directly lead, direct, preside over, and take full responsibility for the quality of research, study, dissemination, and propaganda of the Resolution of the 14th National Party Congress;

Develop a specific action program and plan with focus and key points, implemented regularly and continuously throughout the term;

Timely update and supplement the Action Program and plan to implement the Resolutions of Party Congresses and Party cells at each level in conjunction with functions and tasks, in accordance with the characteristics of the situation and practical conditions of localities, agencies and units, demonstrating determination, innovation, ensuring feasibility, practicality and efficiency. The results of the implementation of the action program are an important basis for reviewing and evaluating the collective of Party committees, authorities, agencies, units, and heads every year and for the entire term. The time to complete the Action Program is in the first quarter of 2026.

Innovation from "study, thoroughly grasp" to "deep understanding - act correctly - do it to the end"

The Politburo noted that the organization of research, study, dissemination, propaganda and implementation of the Resolution of the 14th National Party Congress must be carried out immediately, synchronously, regularly, richly, and vividly, harmoniously combining traditional methods with promoting the effective application of science, technology and digital transformation.

Combining self-study with popular listening, strongly innovating thinking from "learning, thoroughly grasping" to "deep understanding - doing the right thing - doing it to the end" in each step of implementation.

The propaganda content focuses on the success of the Congress, the core and innovative contents of the Resolution of the 14th National Party Congress; fully identifying opportunities, advantages, difficulties and challenges in the coming period; orienting public opinion in conjunction with protecting the Party's ideological foundation and refuting erroneous and hostile viewpoints.

At the same time, the Politburo requested a timely, complete and comprehensive reflection on the implementation of the resolution to all classes of people in the country and our compatriots abroad, contributing to strengthening trust and creating consensus in implementing the country's development goals in the new era.

The Directive clearly states that the Secretariat will preside over the organization of a national conference "Research, study, disseminate, propagate and implement the Resolution of the 14th National Party Congress" in the form of direct coordination online to grassroots Party committees; completion time is in the first quarter of 2026.
