The People's Public Security force is exemplary, taking the lead in implementing the Resolution of the 14th National Party Congress, striving to create new impressions for the Party and the people

Reporter: Dear Minister, we are living in the atmosphere of the days when the entire Party, people and army celebrate the 14th National Congress of the Party. As the head of the People's Public Security force, could I ask the Minister to tell us about the major orientations of the Public Security force - one of the core main forces in implementing the Party's policies, first of all the Resolution of the 14th National Congress and strategic policies to bring the country firmly into an era of development and prosperity?

Minister Luong Tam Quang: The 8th Central Public Security Party Congress, term 2025-2030, has identified major working orientations of the People's Public Security force to affirm its core role in implementing the Resolution of the 14th National Congress and the Party's strategic policies, which are: (i) Continue to be exemplary, take the lead in implementing the Resolution of the 14th National Congress and the Party's strategic policies with specific results, strive to create new impressions for the Party and the people. (ii) Building a truly clean, strong, disciplined, elite, modern People's Public Security force, "Most Disciplinary - Most Committed - Most Closely serving the People", equal to the requirements of protecting the Fatherland in the new situation. (iii) Maintain national security, contribute to ensuring a firm, peaceful and stable environment, creating a secure, safe and most favorable environment for development. (iv) Building and consolidating an orderly, disciplined, safe and healthy society, towards crime-free, drug-free, enhancing the protection of human security and safety, for the peaceful and happy life of the people. (v) Develop a modern, transparent, effective, friendly, humane method of security and order management and administration for the people. (vi) Promote the advantages and characteristics of the People's Public Security foreign affairs, contributing to creating a peaceful and stable environment, serving the development of the country. (vii) Focus on developing an autonomous, self-reliant, dual-use, modern security industry and implementing security trade. (viii) Continue to well implement the motto "When the people need it, when the people are in need, there is a police"; affirm the role of the front line force in saving the people, helping them in times of danger and hardship; elevate the level of police work to support the disadvantaged and those in difficult circumstances, contributing to solving issues related to security and order from the root, promoting the "people's heart position" in building and defending the socialist Fatherland. The central focus of the above major work orientations is "According to Uncle Ho's teachings - Innovation in thinking - Enhancing knowledge - Modern policies - For the Party, for the People".

Reporter: Dear Minister, one of the new points in the thinking and action of the People's Public Security force is to shift from the motto "command - submit" to "command - submit and proactively propose and create development". What requirements does this require for the People's Public Security force in performing its tasks, Minister?

Comrade Minister Luong Tam Quang: The new thinking places a very high requirement for the Public Security force in terms of proactiveness and service spirit, creating maximum convenience, and creating development. The practical work of the Public Security is very rich, regularly grasping and assessing the external and internal situation, the implementation of the Party's policies and the State's laws and policies; each Public Security officer and soldier, within the scope of their duties and tasks, when having high proactiveness associated with the spirit of service, creating development, actively discovering and advising on solutions and good initiatives for national development, making recommendations to cover loopholes and shortcomings, remove difficulties and obstacles, contribute to early resolution of small violations, not allowing them to accumulate into law violations, unlocking resources, promoting development. Proactively detecting and recommending early resolution of conflicts and concerns among the people; proactively helping the people, mobilizing support for the disadvantaged, the disadvantaged... contributing to consolidating and promoting the strength of great national unity in building and developing the country. The 14th Congress identified the goal of "by 2045, becoming a developed country with high income, a socialist, peaceful, independent, democratic, rich, strong, prosperous, civilized, and happy Vietnam"; deeply recognizing the glorious responsibility and contribution of the People's Public Security force, creating a foundation for the success of development, successfully implementing the Party's goals, the requirement to strongly innovate thinking, action, drastic, breakthrough, and effectiveness that is urgent for each officer and soldier.

Reporter: Dear Minister, one of the requirements of General Secretary To Lam for the People's Public Security force when speaking at the 8th Central Public Security Party Congress was: The People's Public Security force must firmly consolidate a peaceful and stable environment, build an orderly, disciplined, safe and healthy society, creating a foundation for successful implementation of the Resolution of the 14th National Party Congress and 2 strategic goals of the Party. Can the Minister please tell us how this goal is implemented by the Ministry of Public Security through specific actions?

Minister Luong Tam Quang: The police force will "recklessly use all ten ten ten" measures, grasp the situation, promptly advise the Party and State on foreign and internal issues, implement the double-digit economic growth target, establish a new growth model, absolutely do not let the country be passive in strategy, turning risks into development opportunities. Maintain national security, strengthen the protection of regime security, government security, cultural security, ideological security, economic security, network security, data security, protect the factors and "pillars" of the political system, the elite in the scientific and technological world; solve potential complicated factors of security and order, prevent passive and unexpected situations. Proactively identify and firmly protect security in new spaces and fields; effectively combat new methods and tricks of criminals. Strive to build 50% of communes nationwide, 18 localities drug-free, towards crime-free. Focus on building a culture of "respect for the law" and traffic culture. Actively participate in solving global issues, strengthening international cooperation in implementing the Hanoi Convention, making Vietnam a cooperation center against cybercrime in the Asia-Pacific region.

Reporter: In the first days of the new year, in the first year of implementing the Resolution of the 14th National Party Congress, what did the Minister advise the officers and soldiers in the People's Public Security force, all levels, sectors and people nationwide to join hands to build a prosperous country, an increasingly developed society and a peaceful and happy people's life?

Comrade Minister Luong Tam Quang: On the occasion of the new year of Binh Ngo 2026, which is also the first year of implementing the Resolution of the 14th National Party Congress, I would like to express my deep gratitude for the efforts, willingness to sacrifice, "Forgetting oneself for the country, serving the people" of all officers and soldiers of the People's Public Security; sincerely thank the leadership and direction of the Party and State, the close coordination and cooperation of the People's Army, local departments, ministries, branches, the great support and assistance of the People and international friends in the cause of protecting security and order in recent years.
