Clearly define goals and targets in the Draft Political Report submitted to the 14th Vietnam Trade Union Congress
Hanoi - Under the chairmanship of VGCL President Nguyen Anh Tuan, the Presidium gave opinions on the Draft Report of the Executive Committee of VGCL XIII term.
The content of receiving and completing the draft Report of the Executive Committee of the Vietnam General Confederation of Labour (XIII term) submitted to the XIV Vietnam Trade Union Congress, presented by Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu, said that the draft includes 8 major items numbered Roman numerals, including: I. Evaluating the results of implementing the Resolution of the XIII Vietnam Trade Union Congress, period 2023 - 2026; II. Targets and targets for the 2026 - 2031 term; items III to VII: corresponding to 5 groups of tasks and solutions; VIII. Breakthroughs, programs, and projects implemented during the term.
The title is "Building a comprehensively strong Vietnam Trade Union"; focusing on representing, caring for, and protecting union members and workers; promoting the pioneering role, spirit of innovation, contributing to realizing the aspiration to build a rich, prosperous, civilized, and happy country.
Focus on developing union members, perfecting organizational models, improving operational efficiency; investing resources, innovating ways of doing things in performing the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the implementation of democracy at the workplace; promoting propaganda, education and mobilizing workers to innovate and be pioneers in applying science and technology, building new production forces, improving labor productivity, contributing to building a democratic, rich, prosperous, civilized, and happy country.

The striving target part includes 8 targets, of which each year the actual development increases by at least 800,000 trade union members; At least 90% of trade union members, 85% of workers at enterprises are propagated, disseminated, studied, and thoroughly grasped the Party's guidelines and resolutions, policies and laws of the State related to labor and trade unions; Trade unions participate in promoting so that at least 65% of workers at enterprises participate in studying to improve their qualifications and professional skills; On average, each grassroots trade union introduces at least 1 outstanding union member for the Party to consider and foster for admission; 100% of grassroots trade unions in the state sector, at least 85% of grassroots trade unions outside the state sector participate with employers to promulgate and implement grassroots democracy regulations;
During the term, through emulation movements of trade union organizations, at least 2 million initiatives of union members and workers are applied in production, business and work activities; at least 2,500 Creative Labor Certificates are awarded; 100% of trade union officials at all levels are trained and fostered in professional theory and trade union work skills; By the end of the term, at least 85% of enterprises and units with trade union organizations have signed collective labor agreements.
The Draft Report also clearly states 3 targets that are transferred to be reflected in corresponding items on tasks and solutions; 5 groups of tasks and solutions; Breakthrough stages, programs, projects implemented in the term; Movement "Good Labor, High Productivity, Good Income". According to the Draft Report, the 14th Vietnam Trade Union Congress will decide to implement 1 new movement, 2 breakthrough stages, 3 programs, 4 projects and 5 tasks and solutions.

Giving opinions on the Draft, Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong expressed high agreement with changing the structure of the Political Report in a concise direction, fully stating the content. The Standing Vice President suggested that there should be clear goals towards 2031. The target part has been shortened to 8 targets but needs to be supplemented, for example, in the first target on union member development, there should be additional targets on establishing grassroots trade unions and mass women's committees.
According to the analysis of the Standing Vice Chairman, the number of female union members is very high, over 50%, so there needs to be a target for the establishment of mass women's committees. The Standing Vice Chairman also proposed to add the content of social supervision and criticism, building the Party and the political system.

According to Mr. Le Van Nghia - Head of the Trade Union Facilities Project Management Board, the goals and targets are newly set out in the program but there are no solutions, for example, the target for developing union members only sets out the target of 800,000 union members/year but there are no implementation solutions.
Also giving opinions on solutions, Mr. Nguyen Ngoc An - Chairman of the Vietnam Education Union said that it is necessary to supplement the Union's solutions to promote the implementation of regimes and policies for workers.

Contributing opinions to the Draft, Mr. Bui Thanh Nhan - Chairman of the Ho Chi Minh City Labor Federation commented that the content of the Draft report is clear, highly general, from here it can clearly define the tasks and show that the Trade Union is choosing the main tasks to do.
The Chairman of the Ho Chi Minh City Labor Federation expressed his appreciation for the 5 lessons learned, especially in personnel work and operational content, focusing on the main tasks of the Trade Union. The Chairman of the Ho Chi Minh City Labor Federation highly agreed with the Digital Transformation Project because current requirements require strong digital transformation for operational efficiency.

Before the high appreciation and basic agreement with the structure of the Draft Report, VGCL President Nguyen Anh Tuan clearly stated the view that the Draft Political Report must clearly define people, clearly define tasks, clearly define results; easy to check, easy to supervise, easy to evaluate. With the current model, it is necessary to clearly define tasks, choose key tasks. For emulation movements, names need to be easy to remember.
Explaining the content of "high productivity" in the name of the emulation movement, the President of the VGCL said that currently high productivity is of concern, because the whole country is striving to achieve the double-digit growth target.
