The detailed allowance level for Ha Tinh and Quang Tri provinces in 2026 for each commune and ward is based on Circular 23/2025/TT-BNV.
The Ministry of Home Affairs issued Circular 23/2025/TT-BNV amending Joint Circular 11/2005/TTLT-BNV-BLĐTBXH-BTC-UBDT guiding the implementation of regional allowance regimes.
Based on the Appendix List of areas applying regional allowances issued together with Circular 23/2025/TT-BNV stipulating the regional allowance level for Ha Tinh and Quang Tri provinces in 2026 as follows:


The source of funding for regional allowance payment is determined:
1. For working people
+ For agencies and units fully guaranteed by the state budget, regional allowances are paid by the state budget according to the current budget decentralization in the annual budget estimate assigned to agencies and units.
+ For agencies implementing contracted staff and administrative management funds and non-business units implementing financial autonomy, regional allowances are paid by agencies and units from contracted funds and financial resources assigned to autonomy;
2. For those who retire or quit their jobs due to loss of working capacity, work accidents, occupational diseases and receive monthly allowances instead of salary; wounded soldiers and sick soldiers who receive monthly allowances but are not salary earners or social insurance beneficiaries:
+ For subjects paid by the state budget, regional allowances are paid according to the current budget decentralization;
+ For subjects paid by the Social Insurance Fund, regional allowances are guaranteed by the Social Insurance Fund.
