Latest salary levels of continuing education teachers

Circular 23/2026/TT-BGDDT regulating codes, professional standards, appointments and salary rankings for teachers of continuing education institutions takes effect from April 9, 2026.

Accordingly, the salary level of continuing education teachers is specified in Article 10 of Circular 23/2026/TT-BGDĐT as follows:

(1) Teachers appointed to the title of continuing education teacher according to the provisions of Circular 23/2026/TT-BGDĐT are applied the corresponding salary scale issued together with Decree 204/2004/ND-CP on the salary regime for cadres, civil servants, public employees and armed forces, specifically:

- Grade III - Code V.07. 05. 18, the salary coefficient of civil servants type A1 is applied from salary coefficient 2.34 to salary coefficient 4.98 (equivalent from 5,475,600 VND to 11,653,200 VND according to the current base salary of 2,340,000 VND);

- Grade II - Code V.07. 05. 17, the salary coefficient of civil servants type A2, group A2. 2 is applied from salary coefficient 4.00 to salary coefficient 6.38 (equivalent from 9,360,000 VND to 14,929,200 VND according to the current base salary of 2,340,000 VND);

- Grade I - Code V.07. 05. 16, the salary coefficient of civil servants type A2, group A2. 1 is applied from salary coefficient 4.40 to salary coefficient 6.78 (equivalent to 10,296,000 VND to 15,865,200 VND according to the current base salary of 2,340,000 VND).

(2) Salary ranking for the title of continuing education teacher is implemented according to ranks and titles in Circular 23/2026/TT-BGDĐT and guidance in Circular 02/2007/TT-BNV guiding salary ranking when promoting, transferring ranks, changing types of civil servants and public employees and according to current regulations of law. When implementing the new salary policy, the transfer to a new salary is implemented according to the Government's regulations.

(3) Salary ranking for continuing education teachers in non-public continuing education institutions is implemented according to agreements between teachers and educational institutions but not lower than the provisions of Clause 1, Article 10 of Circular 23/2026/TT-BGDĐT.
