Regulations on salary arrangement for teachers after probationary period

HƯƠNG NHA (báo lao động) 02/01/2026 13:51 (GMT+7)

The Ministry of Home Affairs stated the basis for arranging civil servant salaries according to professional titles in accordance with the job position recruited and received.

Ms. Duong Thi Phuong (character's name has been changed) said that from October 2019 to September 2024, she worked at a private company and was fully covered by social insurance by this unit.

From October 2024 to June 2025, she transferred to work in the education sector, receiving a salary according to Decree 111 of the Government.

On July 1, 2025, she was recruited as a teacher and completed a probationary period for 3 months, from July 1, 2025 to October 1, 2025, with a salary coefficient of 2.34.

From October 2, 2025, she officially ended her probationary period and continued to receive a salary of coefficient 2.34.

From the above working process, Ms. Phuong wondered whether the social insurance payment period when working at a private company, from October 2019 to September 2024, would be accumulated to consider raising the salary level when receiving the decision to finish the internship or not.

Regarding her petition, the Ministry of Home Affairs responded on the Electronic Information Portal.

According to the Ministry of Home Affairs, Clause 5, Article 13 of Decree 115/2020/ND-CP dated September 25, 2020 of the Government (amended and supplemented in Clause 7, Article 1 of Decree 85/2023/ND-CP dated December 7, 2023) stipulates: In case a person recruited or accepted as a civil servant as prescribed in this Decree who has previously worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance (if not continuous but has not received a one-time social insurance subsidy, it will be accumulated), that period will be counted as a basis for salary classification according to the professional title in accordance with the job position recruited or accepted if meeting all the prescribed conditions.

Based on the above regulations, the Ministry of Home Affairs recommends that you contact the agency managing cadres, civil servants and public employees (Department of Home Affairs) for answers.
