Proposal for new regulations on salary classification for teachers after being admitted for professional promotion
The draft Decree details a number of articles of the Law on Teachers proposing how to arrange teachers' salaries after being admitted for professional promotion.
The Ministry of Education and Training (MOET) posted a draft Decree detailing a number of articles of the Law on Teachers on the Ministry's website for comments.
According to the Government's submission of the Ministry of Education and Training on the draft Decree detailing a number of articles of the Law on Teachers, the purpose of issuing the Decree is to concretize the policies and orientations in the Party's Resolutions on salaries, allowances, preferential policies and attractions for teachers.
At the same time, guiding the implementation of 13 Articles of the Law on Teachers assigned to the Government for guidance, including: title of teacher; recruitment and reception of teachers; annual summer vacation and other days off for teachers, transfer, transfer, inter-school and inter-level teaching for teachers; evaluate teachers according to professional standards; retire at an older age for teachers; standard training level for teachers; training and fostering program for teachers.
The draft Decree also contributes to perfecting the policy on teachers, enhancing the position of teachers and the education sector, attracting talented people to become teachers, creating motivation for teachers to work with peace of mind, dedicate themselves to the education career, attracting teachers to work in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; reducing income gaps between young teachers and long-time teachers; moving towards a salary payment policy according to job position.
The draft Decree sets out the following concepts on considering teacher career promotion:
- Teacher professional advancement is the act of a teacher being appointed to a position associated with a higher title in the same level of education or training program, demonstrating the professional development of teachers.
- Sequential promotion: Teachers who meet the professional standards of the professional title are considered for promotion according to regulations.
- Promotion is the case of a teacher being considered for appointment to a higher professional title than the next or highest in the same level of education and training. Promote the application of the method to teachers with outstanding achievements in professional activities or being recognized and appointed to the title of Professor and Associate Professor.
Regarding the appointment and salary classification of professional titles after being admitted to the teacher promotion review, Article 17 of the draft Decree clearly states:
- Within 15 days from the date of receiving the list of admitted teachers, the head of the competent authority or authorized or delegated must carry out the appointment and salary arrangement in the new professional title.
- In case of disciplinary action or being prosecuted, investigated, prosecuted, or tried, a decision on appointment and salary arrangement has not been issued. After the disciplinary period expires or there is a decision from the competent authority, the appointment and salary will be considered based on the teacher structure at that time.
The time of receiving the new salary, the time for considering the next salary increase, the extension of the salary increase period (if any) shall be implemented in accordance with the provisions of law.
The draft Decree detailing a number of articles of the Law on Teachers requires comments before December 20.
