Subsidy level for Bac Ninh and Quang Ninh provinces, detailed for each commune and ward

The Ministry of Home Affairs issued Circular 23/2025/TT-BNV amending Joint Circular 11/2005/TTLT-BNV-BLĐTBXH-BTC-UBDT guiding the implementation of regional allowance regimes.

Based on the Appendix List of areas applying regional allowances issued together with Circular 23/2025/TT-BNV stipulating the regional allowance level for Bac Ninh and Quang Ninh provinces in 2026 as follows:

In Bac Ninh:

Dong Ky, Xuan Luong communes - coefficient 0.3.

Communes: Tuan Dao, Dai Son, Son Dong, Tay Yen Tu, Duong Huu, An Lac, Van Son, Bien Dong, Deo Gia, Son Hai, Tan Son, Bien Son, Sa Ly, Nam Duong, Luc Son, Truong Son, Bo Ha, Tam Tien - coefficient 0.2.

Other unit: National Firing Range Area 1 (formerly Cam Son Training Center) - coefficient 0.2.

Yen Dinh, Luc Ngan, Kien Lao, Cam Ly, Dong Phu, Nghia Phuong, Luc Nam, Bao Dai, Kep, Yen The communes - coefficient 0.1.

wards: Chu, Phuong Son - coefficient 0.1.

Quang Ninh Province:

Hoanh Mo commune; Co To special zone; other units: Thanh Nien island light station (Black Wolf Island) - coefficient 0.7.

Vinh Thuc, Luong Minh, Ba Che, Cai Chien, Duong Hoa, Quang Duc, Quang Tan, Luc Hon, Binh Lieu, Hai Son, Dien Xa, Ky Thuong communes; Van Don special zone - coefficient 0.5.

Hai Lang, Dong Ngu, Thong Nhat, Quang La communes; wards: Vang Danh, Mong Duong, Hoanh Bo - coefficient 0.4.

Tien Yen commune; Yen Tu ward - coefficient 0.3.

Hai Ninh, Quang Ha, Dam Ha, Hai Hoa communes; wards: Mong Cai 1, Mong Cai 2, Mong Cai 3, Binh Khe, An Sinh - coefficient 0.2.
