Building a supply-demand connection ecosystem in the labor market
The national job exchange is expected to operate from April 14, expecting to help workers find jobs through official channels, limiting the risk of fraud.
Risks of fraud when looking for a job
Having almost become a victim of an online recruitment scam, Ms. Ho Thi Minh Anh (29 years old, Phu Tho) said that currently finding reliable recruitment information sources is not easy.
She recounted that during her time looking for a job, she regularly followed recruitment groups on social networks. Once, surfing the news, she encountered a recruitment post named Military Industry - Telecommunications Group (Viettel), with a logo and quite attractive salary.
The post also emphasized "urgent recruitment, prioritizing candidates who complete their applications early", causing her to quickly text to find out more. After that, a person claiming to be a "Viettel recruitment specialist" sent her a recruitment process including two stages, which was presented quite in detail. Accordingly, candidates must participate in an online competency assessment test before entering the next round.
To be granted an exam account, she was asked to pay 180,000 VND called "admission fee". This person also continuously emphasized that if she did not transfer money immediately on the same day, the exam slot would be transferred to another candidate.
However, when exchanging with a friend working in the telecommunications industry, Ms. Minh Anh was warned that Viettel did not collect any fees during the recruitment process. Suspecting signs of abnormality, she checked the fanpage posting the news and discovered that this page was newly created, without authentication stamps and with many unclear information.
At that time, I realized I almost fell into a scam trap. From then on, I even more hoped for legitimate job search channels to reassure workers" - she shared.
In fact, many workers have encountered similar situations when looking for jobs through social networks or news sites of unclear origin. Scammers often use the name of large businesses, create fake recruitment procedures and require candidates to pay fees to appropriate money.
Forming the "blood vessel" of data of the labor market
In that context, building a formal job connection platform is considered an important solution to minimize risks for workers.
According to the plan, on April 14th, the trial version of the National Job Exchange is expected to officially go into operation.
Mr. Tran Tuan Tu - Head of the Unemployment Insurance Department, Department of Employment (Ministry of Home Affairs), said that for the first time, the 2025 Employment Law stipulates the national job exchange model.
Previously, job connection activities were mainly carried out through many different forms such as local job exchanges, job fairs or online connections between regions. However, only when the 2025 Employment Law was passed was the national job exchange form officially recognized in the legal framework. Currently, the Department of Employment has advised the Ministry of Home Affairs to deploy the construction of this system with the companionship of VNPT.
According to Mr. Tu, when the floor goes into operation, there will be clear input and output information management regulations, and connection between the public-private employment service system, businesses and workers. "Workers can access information about job positions, support policies and recruitment needs from many different localities, without being limited by administrative boundaries" - Mr. Tu said.
Mr. Vu Trong Binh - Director of the Department of Employment (Ministry of Home Affairs) - informed that the important new point of the national job exchange is not only in the technology factor but also in the formation of a modern job transaction institution based on a centralized data platform.
On this system, the recruitment needs of businesses and the job search needs of workers will be directly connected through verified data sources.
For the first time, we have a modern job transaction institution for the entire labor market, operating on the basis of a national, multi-layered, multi-sectoral centralized data system" - Mr. Binh emphasized.
According to him, when data and demand are connected smoothly, labor supply and demand will meet more effectively, forming a system like the "blood vessel" of the labor market. This not only helps clear "bottlenecks" in job connection but also contributes to reducing the situation of the labor market being fragmented by region. From an operational perspective, the system also helps expand job opportunities for workers in many different areas, while reducing labor search costs for businesses.
