At least 400,000 workers' initiatives are proposed and applied each year
The Vietnam General Confederation of Labor (VGCL) requires the emulation movement to have clear goals, measured by data, aiming to improve productivity and income for workers.
Emulation must have registration, can be measured
The emulation movement "Good Labor, High Productivity, Good Income" launched by the VGCL aims to arouse the spirit of creative labor, improve productivity and income for workers; and at the same time affirm the contribution of workers to the country's socio-economic development goals.
The movement is required to be implemented regularly and practically, associated with the tasks of each unit, enterprise and the jobs of workers. The emulation content must have registration, clear goals, specific targets, which can be measured and evaluated by real-time data; promptly discover, honor and replicate advanced examples, typical initiatives, and models to improve productivity and efficiency.
The profit value from the initiative in 2026 is at least 20,000 billion VND.
In the 2026-2031 period, emulation goals are specifically defined for each content: Good labor, High productivity, Good income. With the content Good labor, the movement aims to improve the quality of human resources, build a team of workers and laborers who are skilled in their profession and have solid expertise, meeting the development requirements of agencies, units, and businesses.
The movement promotes technical innovation, application of science and technology, automation, artificial intelligence and digital transformation. The target is that at least 65% of workers are trained and foster professional skills, vocational skills, and digital skills; 75% of workers at enterprises are disseminated information technology, digital technology and use smart devices for work.
During the term, units organize competitions, craft festivals or send workers to participate in craft competitions, skilled workers, and professional skills at all levels. Every year, workers are rewarded with the title of excellent worker, excellent laborer at the grassroots level and enterprise level.
Regarding the content of emulation to improve labor productivity, the goal is to increase the quantity, quality and profit value from initiatives, contributing to improving the efficiency of resource use, promoting increased labor productivity and production and business efficiency. Every year, at least 400,000 initiatives of workers are proposed and applied in practice. Every year, from 500 - 700 initiatives are awarded the Creative Labor Medal. The profit value from initiatives in 2026 is at least 20,000 billion VND and increases by 10-15% each subsequent year. The average labor productivity growth rate of units and enterprises participating in the movement reaches about 8.5% per year (specifically by field and industry). Every year, at least 30% of workers exceed labor norms.
With the content of emulation to improve income, grassroots trade unions coordinate with employers to implement solutions to make workers' income commensurate with productivity, work efficiency and ensure welfare.
The goal is that the average income of employees increases in accordance with labor productivity and business results of enterprises, towards a level of over 8%/year; over 80% of enterprises have collective labor agreements with terms that are more beneficial to employees.
Every year, at least 85% of union members and workers enjoy welfare programs organized by trade unions and businesses. Every year, strive for 30% of union members and workers with effective initiatives applied in practice to be rewarded commensurate with the effectiveness and beneficial value of the initiative.
According to the plan to organize the emulation movement "Good labor, high productivity, good income" for the period 2026-2031 signed and promulgated on June 11 by Mr. Nguyen Anh Tuan - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor, along with the content and objectives of the emulation, there are also specific solutions.
In which, grassroots trade unions coordinate with businesses and units to develop human resource training programs, especially high-quality human resources; organize fostering, training and retraining to improve professional skills and digital skills for union members and workers associated with practice at enterprises. Proposing policies to create motivation to encourage union members and workers to self-research and learn digital skills, technology skills, adapt to the digital working environment and smart production models...
According to the plan to organize the emulation movement "Good Labor, High Productivity, Good Income" for the period 2026-2031, the VGCL will build and maintain online software to receive initiatives from workers nationwide, and at the same time establish a data bank on workers' initiatives.
