Hai Phong requests strict handling of units that are slow and evade social insurance contributions

Vice Chairman of the City People's Committee Vu Tien Phung has just given instructions assigning city departments, agencies, and branches to proactively coordinate with the City Social Insurance to strengthen inspection, examination, supervision and urging agencies, units, and businesses under their management to strictly comply with the provisions of the Law on Social Insurance, the Law on Health Insurance, the Law on Employment, the Law on Occupational Safety and Health; fully implement collection and payment according to regulations to reduce the situation of late payment of social insurance, health insurance, and social insurance.

The city requires employers to pay enough people who are subject to compulsory social insurance; strictly punish agencies, units, and businesses that intentionally violate in implementing social insurance, health insurance, and unemployment insurance policies for employees; coordinate to provide and share information on the production and business situation of units and businesses.

The Vice Chairman of the City People's Committee assigned the Department of Finance to continue to balance budget sources, arrange and transfer funds to buy health insurance cards for groups of subjects who are paid or supported by the state budget; and at the same time ensure funding support for groups of subjects participating in voluntary health insurance and social insurance according to the provisions of Resolutions No. 55/2025/NQ-HDND, 56/2025/NQ-HDND and 57/2025/NQ-HDND of the City People's Council. Along with that, promptly allocate funds to pay social insurance, health insurance, and unemployment insurance for employees working at units receiving salaries from the state budget according to decentralization, in order to ensure the rights of participants and avoid incurring late payment interest according to regulations.

The Hai Phong Department of Home Affairs urges and guides the People's Committees of communes, wards, and special zones to direct relevant departments and agencies to coordinate with grassroots social insurance to review and compare the list of health insurance card issuance and the amount to be paid; and at the same time continue to arrange and transfer funds to buy health insurance cards for groups of subjects paid by the state budget under management to ensure timeliness and compliance with regulations.

The Department of Health urges and guides the People's Committees of communes, wards, and special zones to direct relevant departments and agencies to coordinate with grassroots social insurance to review and compare the list of health insurance card issuance and confirm the amount to be paid to buy health insurance cards for groups of subjects paid by the State budget in the managed field to ensure that there are no omissions of subjects eligible for card issuance.

City Social Insurance proactively coordinates with departments, branches, and localities to organize the implementation of social insurance, health insurance, and unemployment insurance policies in the city; strengthen urging, guiding, inspecting, and supervising the compliance with laws of agencies, units, and businesses; promptly summarize, provide, and share information on the situation of participation, late payment, and evasion of social insurance, health insurance, and unemployment insurance; preside over the organization of dialogues, propaganda, and removal of difficulties and obstacles; periodically or unexpectedly report, advise, propose, and recommend to the City People's Committee solutions to improve the effectiveness of implementing social insurance, health insurance, and unemployment insurance policies and strictly handle violations in the field of social insurance in the city.

People's Committees of communes, wards, and special zones direct departments, boards, and related units to promote the development of social insurance and health insurance participants; implement solutions to reduce the amount of late payment of social insurance, health insurance, and unemployment insurance; establish inter-sectoral inspection teams for employers in the managed area and handle violations according to regulations. The Steering Committee for implementing social insurance and health insurance policies at commune level participates in dialogue conferences with employers, especially units that are late in paying social insurance, health insurance, and unemployment insurance, chaired by the social insurance agency.

Units strengthen propaganda on social insurance, health insurance, and unemployment insurance policies, especially the situation of late payment of social insurance, health insurance, and unemployment insurance by employers affecting the rights of workers and social security in the area. Relevant departments and agencies review and compile a list of subjects who are paid or supported by the state budget for voluntary health insurance and social insurance in the area, and promptly send it to the social insurance agency according to regulations. Units promptly transfer social insurance, health insurance, and unemployment insurance contribution funds to participants working at units receiving salaries from the state budget according to management decentralization, ensuring the rights of participants and avoiding incurring late payment interest according to regulations.
