75% of union funds to take care of workers at the grassroots level
The vast majority of members of the National Assembly agree with the 2% union fee - the current funding source is 75% left for grassroots unions to take care of workers.
Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor - said the above when explaining and accepting the opinions of National Assembly deputies on a number of major issues in the draft Law on Trade Unions (amended), at the 8th session of the 15th National Assembly on October 24.
On behalf of the drafting agency, Mr. Nguyen Dinh Khang once again emphasized that the amendment of the Trade Union Law must ensure the thorough grasp and institutionalization of the Party's innovative viewpoints and guidelines related to the country's construction and development; in accordance with the 2013 Constitution, ensuring the unity and synchronization of the current legal system to ensure the absolute and comprehensive leadership of the Party over the trade union organization.
The amendment of the Trade Union Law must ensure that the Vietnam Trade Union, a large political and social organization of the working class and laborers, grows stronger and operates effectively, attracting a large number of laborers to participate - President of the Vietnam General Confederation of Labor emphasized.
Along with that, amending the Trade Union Law needs to inherit and maintain the contents that have been affirmed to be reasonable, stable and effective in the recent implementation process. The amendment has a selective reference and acceptance of international experience; ensuring compliance with political institutions, requirements for developing a socialist-oriented market economy and international integration under the leadership of the Communist Party of Vietnam.
Explaining specific issues, on ensuring the organization of the apparatus and trade union cadres, Mr. Nguyen Dinh Khang said that the General Confederation of Labor highly appreciated and thanked the opinions of National Assembly deputies on the necessity of paying attention to personnel work and ensuring trade union cadres in the draft Law, stemming from the characteristics of trade union organizations.
In the spirit of Resolution No. 02 dated June 12, 2021 of the Politburo, which stipulates "Research and propose a mechanism for assigning payroll to trade unions appropriately, ensuring that it meets requirements, tasks and actual situations", the General Confederation will continue to report to competent authorities to pay special attention to trade union cadres to ensure sufficient quantity, improve quality, and create conditions for trade union organizations to operate more and more effectively, especially in the context of competition in trade union activities.

Regarding trade union funds, the President of the Vietnam General Confederation of Labor said that the majority of delegates agreed with the 2% level and during the drafting process, there was a report accepting and explaining related opinions on trade union funds. 75% of the union budget is left for the grassroots union to take care of workers. Mr. Nguyen Dinh Khang also explained that trade union supervision is of a social nature in Article 16 and people's supervision is institutionalized from Regulation 217 of the Politburo dated December 12, 2013 on the Vietnam Fatherland Front and socio-political organizations participating in social supervision and criticism; the report also explained that supervision under Article 10 of the Constitution is supervision of State power.
Mr. Nguyen Dinh Khang said that the Vietnam General Confederation of Labor respectfully accepts the opinions of delegates and accepts revisions in the process of completing the draft Law on Trade Unions (amended).
