Vietnam - Laos share experiences in operating local government, streamlining the apparatus
Vietnam creates conditions and supports the two Central Organizing Committees, as well as the Vietnamese Ministry of Home Affairs, to share experiences in areas of concern between Vietnam and Laos.
On the afternoon of July 29, 2026, in Hanoi, General Secretary and President To Lam received a delegation of the Organization Committee of the Lao People's Revolutionary Party Central Committee, led by Comrade Sisay Leudetmounsone, Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee, who is on a working visit to Vietnam.
At the reception, General Secretary and President To Lam highly appreciated the significance of the visit. Taking place in the context that the two Parties and two countries are actively implementing the Resolutions of each Party, the visit has contributed to tightening the cooperative relationship between the two Central Organizing Committees of the two Parties and between the Central Organizing Committee of the Lao People's Revolutionary Party and the Vietnamese Ministry of Interior. Comrade respectfully sent his cordial greetings and wishes for good health to Lao General Secretary and President Thongloun Sisoulith and senior leaders of the Party and State of Laos.
Comrade Sisay Leudetmounsone expressed his pleasure and honor to visit and work in Vietnam; sincerely thanked Comrade General Secretary and President To Lam for taking the time to receive the delegation; respectfully conveyed the warm greetings and wishes for good health from Lao General Secretary and President Thongloun Sisoulith to General Secretary and President To Lam and senior leaders of the Party and State of Vietnam; and at the same time reported to the General Secretary and President on some highlights of the Lao situation, the work results of the Central Organizing Committee of the Lao People's Revolutionary Party in the past time; the main activities of the visit, especially the results of the very successful talks between the Central Organizing Committee of the two Parties and between the Central Organizing Committee of the Lao People's Revolutionary Party and the Vietnamese Ministry of Home Affairs.
Congratulating the great, comprehensive and historically significant achievements that the Vietnamese people have achieved in the past time, the Head of the Central Organization Committee of the Lao People's Revolutionary Party firmly believes that, under the leadership of the Communist Party of Vietnam, the fraternal Vietnamese people will continue to achieve many new and greater achievements in the renovation process, successfully implementing the Resolution of the 14th National Congress of the Party. The Comrade affirmed that the Party and State of Laos always cherish and deeply appreciate the great, precious, righteous, and sincere assistance that the Party and State of Vietnam have given to Laos from the past to present, especially the Comrade personally and the leaders of the Central Organization Committee of the Lao People's Revolutionary Party, who highly appreciate the concern, creation of conditions, and support of the senior leaders of the Party and State of Vietnam for the very effective cooperation between the two Central Organization Committees, between the Central Organization Committee of the Lao People's Revolutionary Party and the Vietnamese Ministry of Home Affairs in the past time. Comrade hoped that senior leaders of the Party and State of Vietnam, especially General Secretary and President To Lam, would continue to pay attention to directing, creating conditions, and supporting the two Central Organizing Committees and the Ministry of Home Affairs of Vietnam to continue to strengthen cooperative relations, effectively coordinate the implementation of Cooperation Agreements in the new phase between the two Central Organizing Committees and between the Central Organizing Committee of the Lao People's Revolutionary Party and the Ministry of Home Affairs of Vietnam just signed during the visit.
Highly appreciating the results of the talks between the two Heads of the Central Organization Committees of the two Parties, General Secretary and President To Lam emphasized that the work of organizing, building the Party and managing cadres is of "key" significance to the revolutionary cause of each Party. The comrade requested that in the coming time, the two Central Organization Committees continue to promote the tradition of special solidarity relations, closely coordinate in implementing the Cooperation Agreement between the two Central Organization Committees for the period 2026-2031; promote information exchange, share theoretical and practical experiences on Party building, political system building, training and fostering cadres at all levels, contributing to the successful implementation of resolutions of each Party, bringing the cooperation relationship between the two Parties and the two countries to become increasingly deep, practical and effective. Comrade affirmed that the leaders of the Party and State of Vietnam always pay attention to creating conditions and supporting the two Central Organization Committees, as well as the Ministry of Home Affairs of Vietnam to strengthen cooperative relations, exchange and share experiences in areas of mutual concern, especially in the context that Vietnam has just conducted a preliminary review of 1 year of operating the two-level local government model and Laos has just deployed the arrangement and streamlining of the central apparatus and re-establishing the commune level.
Head of the Central Organization Committee Sisay Leudetmounsone respectfully thanked the directional opinions of General Secretary and President To Lam and committed that the Central Organization Committee of the Lao People's Revolutionary Party will continue to promote good traditions, closely coordinate with the Central Organization Committee of the Communist Party of Vietnam and the Ministry of Home Affairs of Vietnam in effectively implementing the Agreements of the senior leaders of the two Parties and the two countries, the Cooperation Agreement that the two sides have just signed, contributing to further tightening the relationship between the Central Organization Committee of the Lao People's Revolutionary Party and Vietnam's partners, contributing to fostering the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Laos - Vietnam, Vietnam - Laos to become increasingly in-depth, practical and effective.
